As now everybody has their own threas for thir changelogs, here goes mine.
Some heroes may have been overnerfed/overbuffed a bit, but generally I tried not to make any big changes unless I was sure the hero is broken(in either way) and needs some serious treatment. This is on;y balance changelog, but Dota 2 system has to be reworked as well, but who cares.

Alchemist's Acid Spray now affects buildings and deals half the damage to them(96/162 at levels 1/4). Alchemist's STR and AGI growth are now 2(were 1.8/.2). Alchemist's ]] Chemical Rage health regeneration is now 50 on all levels, BAT is 1.6/.4/.2.
Ogre Magi's base armor is now 4(7). Ogre Magi's Multicast chances for 2/3/4x cast are now:
- 25/35/50% for 2x(40%[+10%]->60%)
- 0/15/25% for 3x(0/20/25%)
- 0/0/10% for 4x(0/0/12.5%)
Zeus' Lightning Botl damage is now 100/160/230/300(100/175/275/350). Zeus' Lightning Bolt cooldown time is now 9(6). Zeus' Static Field damage is now 3%[+2%]->9%(5%[+2%]->11%) of enemy's current health.
Abyssal Blade's stun chance for ranged heroes in now 12.5%(10%).
Black King Bar's Avatar duration now capped at 6 seconds, and cooldown on 60 seconds. Black King Bar's recipe cost is now 1400(1375).
Low Priority queue games do not count towards general player statistics.
Randoming is disabled in Ranked Matchmaking.
MMR values are reset every three months, with previous RMM rating affecting the calibration(so 7k guys won't have to dig through scrubs every time).
You can add any player to your matchmaking blacklist, nullyfuing your chances to be matched with that player.
MMR values are shown on loading stage.
There is no penalty for declining the game/abandoning before the picks start if it hadn't occured during last 24 hours.
Intentional feeding and Ability Abuse reports can only be submitted by allies.
After a game in Normal lobby games you can rate your allies' performance affecting their matchmaking priority. Higher ranked players will get matched with similarly ranked players and vice versa.
Valve actually spends some mobey on their **** servers.

Soul Booster change was unnecessary, true, I just wanted to give it some utility, but it was not the right idea it seems. Rod of Atos is useful for... oh wait, nobody, hahahaha. Maybe range needs some nerf, 1200 is too much, but with range of 700-800 it will actually be a good item. Necrophos is OP, so obviously he needs a nerf. Zeus has too much burst damage, also OP. Mekansm is now supposed to be a mid-game item for tanks when they will have enough HP and mana. Probably should have raised the cost, I forgot about the recipe cost.

Having atos as a root... I cant imagine it... Skywrath Mage pls Necrophos might be really strong, but reverting all the buffs is really lame Zeus OP? He is slow, squishy, no CC, ofc he has large damage. Not to mention he has the worst lane control EA. Dimo pls. Mekansm k Drow Ranger oops i misread

Why can't you imagine atos having a root?
I am not reverting Aghs buff. And why can't I revert a lame buff that was not necessarry at all?
All you say Zeus is common for excusing squishy heroes. His damage output is ridiculous, it has to be nerfed. Who needs speed and HP(btw he has 2.3 STR growth and often goes for HP items) when you melt heroes with three casts?

Anti-Mage's STR growth is now 1.5(was .2) BEST RANDOM BUFF EU
Axe's starting STR is now 22(was 25) SURE. his laning is ****en strong currently. Axe's Berserker's Call manacost is now 125(was 80[+10]->110). Axe's Berserker's Call bonus armor is now 20(40). i like these nerfs, now he doesnt have max armor all the time in call.
Leshrac's STR growth is now 1.8(.5). GIFF MORE AND MOAR STARTING HP
Luna's starting STR is now 19(15). Luna's Lucent Beam now grants her 25% bonus attack and movement speed. Luna's attack range is now 400(330). moving towards OPville?

Tibersaw's Timber Chain cooldown is now 8(4). timber isnt that good at all now since his offlane is really weak. and you want to make him garbage tier? rediculous suggestion

Magic Wand's max charges amount is now 20(17). MOST OP ITEM EU
Manta Style now has no handicaps for ranged heroes. for some heroes this buff would be fine, but for some heroes like morphling and terrorblade it means that they will take rax in 3 seconds :P
Manta Stlye's Mirror Image manacost is now 125(165).
Mekansm's Restore now heals for 20% of bearer's max health. DAYUM
