The biggest problem for this item is the price. People would say that this item took too long to be bought, and they're not wrong actually. Most games when you've got that much gold the game is pretty much over.
Since they changed Dispersion, it no longer works with Octarine. The lifesteal part isn't the main point of the item anyway, but the cooldown reduction (and the stats).
Edit: For the three heroes above, maybe as the last item for Brewmaster and Supp/Initiator Wraith King, but really bad for Luna and Carry Wraith King. It's actually 5900 Gold for a big load of mana and some cooldown reduction for the last two, nothing they really need; Wraith King as a carry is better with Skadi if you want mana so bad.
Outworld Devourer is the best octarine carrier 'nuff' said. Gives him about 800 mana pool , tons of lifesteal thanks to Arcane Orb and 250 more damage to his ulti while making him tanky.

Okarina is a ballerer item on spectre.
If you rushed radiance and you got a positive result the first haunt you did, rush this item and end the game in 35 mins. Because your dispersion will heal you, your burn will heal you and a refresher is just sick with this item.
If it is a long drawn out game, stay clear unless you wanna throw.
I think OD is the best Okarina carrier in THE game
Dispersion can not lifesteal with Octarine Core. Whether before or after the change to the skill. It never worked.
The only thing octarine does on Spectre is reduce Haunt cooldown from 120 to 90 seconds. Everything else is essentially insignificant. Yes Radiance can lifesteal but it's just 12.5 HP/second...it's really negligible.
Octarine on Spectre is just an underpowered Eye of Skadi. Problem with octarine on lots of heroes is not that it's too expensive, it's just that skadi is cheaper and better. Unless the cooldown reduction is absolutely game-changing on skills like Mirror Image or similar, that is...or if you're a pure caster in the first place.
It's a great item for 'ability power carries'. Only thing is...there are maybe 3 or 4 APC's in dota at most, Tinker and Timbersaw being the only true APCs in dota IMO, and it's not even good on Tinker :)
I wouldn't even call Timber an APC, still just a semi-carry. APCs generally have scaling nukes.
Probably the closest we've got to a *true* APC, not a right-clicker style one like OD or Silencer, would be Skywrath Mage, and to some extent Ember Spirit. I'd still call Tinker an APC, just in a different way of scaling which tbh is really unique among everything I've seen.

APC Doto, there's an idea. I think I designed a hard carry APC hero a while back, because the game has a little bit too many boring right clicker carries.
OD is pretty good with Octarine, I don't know if I support the contention that he's the best carrier of it, since he also needs attack speed, but he should pick one up at some point because 160 is too damn long.
A Bristle that gets it against low armor opponents tends to be almost immortal, I've seen more success there.

My entry for the last FoC was an ability power APC carry hero, but I wouldn't call him a hard carry.
It's not like there's a rule in Dota preventing APC, and I think it'd actually be a good idea that adds more depth to the game. Think of the drafting possibilities.
Same goes (to a lesser extent) for INT carries in general. There can be some kind of paradigm based upon a hero's primary attribute that determines their role-
Str carries tend to be ones with initiation power, who win fights by outlasting opponents
Agi carries are the traditional right clickers, often with rat dtoa involved
Int carries don't exist :( and those that do are right clickers.
That's why heroes who break this mold, like Spectre and Tinker, offer such lovely possibilities. If we can design an APC paradigm that encompasses INT heroes then Dota will be a better game for it.
