Strongest Level 1 Hero?

The hardest carry in all of DOTALand seems to be an endless debate. But in order to win the lategame, you gotta make it past the early game and that requires having heroes with strong early game presence. So, which hero is the strongest at level 1? Make, your, case!

Strongest Level 1, Ursa would be my guess.

or Elder Titan.

Are we talking 1v1, for 5v5 skirmishes, or just best level 1 hero? Since, there's a lot of different things for both.

Razor is good 1v1 because with Static Link you can't manfight him at level 1.

Heroes with good stuns who happen to be tanky as well, like Wraith King, and Sven, since they have really good level 1 stuns. AOE damage is also great for the fighting, so maybe like Juggernaught?

I guess Mirana is a candidate, since a 5 second arrow is a 5 second arrow. Doesn't really matter what level the arrow is.

I dunno. There's a lot of good level 1 heroes, but none that are like better at all those things than any of the others?

Pre rune change I might have argued Treant Protector, since with a DD or Haste rune you can bully anyone back to the fountain.

It's easy to state that Invoker is the worst level 1 hero though. Given he has no spell.

Lots of different answers depending on what you're looking for:

Juggernaut, Gyrocopter and Ancient Apparition have the most burst damage output.

Undying can be a beast at level 1 with Decay.

Razor and Earthshaker I'd say probably have the most dangerous/effecting spells at level 1, depending on the opponent(s).

Mirana and Enchantress can both be really potent at level 1 ganks. Tiny can also be great with the right Toss.

Bane is very well rounded. Axe and Huskar great harassers in the right situation. Can really own a lane straight away.

CK, WK and Sven all have great level 1 stun/nukes.

It used to be Venomancer before his Venomous Gale got nerfed: now, despite being the best (level 1) slow in the game, it isn't as good because it doesn't do lethal damage anymore.

As of now, if we don't count Techies I'd probably say Shadow Demon, Earthshaker or other supports that can set up ganks and block paths, they're so valuable.

Oracle has a lvl 1 2,5 sec "stun" which is perfect for getting first blood
