The sibling rivalries between Lina the Slayer, and her younger sister Rylai, the Crystal Maiden, were the stuff of legend in the temperate region where they spent their quarrelsome childhoods together. Lina always had the advantage, however, for while Crystal was guileless and naive, Lina's fiery ardor was tempered by cleverness and conniving. The exasperated parents of these incompatible offspring went through half a dozen homesteads, losing one to fire, the next to ice, before they realized life would be simpler if the children were separated. As the oldest, Lina was sent far south to live with a patient aunt in the blazing Desert of Misrule, a climate that proved more than comfortable for the fiery Slayer. Her arrival made quite an impression on the somnolent locals, and more than one would-be suitor scorched his fingers or went away with singed eyebrows, his advances spurned. Lina is proud and confident, and nothing can dampen her flame.

Lina's ultimate is lightning like cuz the fire's too hot that it turns silver when she uses it.
Partially correct. Lina is based off of Lina Inverse from Slayers. Both Dragon Slave and Laguna Blade are spells of Lina's from the anime, but it was actually Dragon Slave that was considered her "ultimate" in the series.
Partially correct as well. Although you are correct about Lina being based off Lina Inverse from The Slayers. Dragon Slave in the anime is pretty much her overused goto spell that can level villages. Her ultimate spell (later in the series) is the Giga Slave which harnesses the powers of the Lord of Nightmares, second to this was Ragna Blade which I assume Laguna Blade pays homage to. This is where the comparison ends though, Ragna Blade is a dark sword (also harnesses powers from the Lord of Nightmares), Laguna Blade is a lightning bolt.
As the story goes, "Dragon Slave" wasn't invented by Lina, some other mage had created the spell to kill a Dragon with it. Originally it was called "Dragon Slayer" but through the times (as told in the anime) the name changed by its subsequent users as "Dragon Slave."
Oh... and Lina Inverse is flat chested... (running gag in the series)

Why is her ultimate a lightning based attack instead of fire?
Not sure, Could be referring to Heat Lightning considering range of the ability and the lack of loud thunder.
Or because Lightning burns everything it zaps
I don't mind it being lighting as long as one shotting Morphling
