We can go on and on about whose the hardest carry and what not, but about the opposite end of the spectrum? Who is the hero that depends depends upon items the very least in the game? I didn't make a poll because I want to this a topic of discussion: tell us which hero you think is the least item dependent and make your case for why you think that hero is worthy of being called : THE LEAST ITEM DEPENDENT HERO IN DOTA 2.
For me, I got to go with Tidehunter, the only item he truly needs is a Blink Dagger. Everything else can be chalked up as situational or luxury. Once you have that, you're all set to help your team win teamfights.
I really disagree with some of the choices here.
Tidehunter is good up to a certain point with just a arcanes blink, but at some point he needs refresher to be effective. And even if you distegard that he still needs to be a core to get a decent timed arcane+blink.
Lion needs mobility to be effective. Lich doesnt need any items early but becomes useless later in the game if you dont get some items. Same with chrystal maiden, she is actually insane with items but food and ineffective without them.
Keeper of the light is decent, but he falls of hard later.
So if i had to think of heroes who are effective all game without ANYTHING but absolute basic items i would say abbadon, shadow demon, and dazzle. Probably in that order.
They are all really strong with items. (lategame farmed shadow demon is pretty insane) but none of them really needs anything to be effective all game. They dont need to stand in the middle of the action apart from abbadon, but he has his ultimate, and can throw their spells from a distance and have great impact in the game at any point in time.

I'd argue differently, while items are obviously nice on them, they're not essential. You can substitute mobility for positioning. Lich benefits from Veil of Discord (a team mate can pick it up) or Aghanim's Scepter, but they're not essential to his success. CM needs plenty of farm if you're actually gonna try to land good ults without big disable from your team, but she can do a hard support job with very little. KOTL falls off anyway, AS is nice on him, other stuff is nice on him, but none of it is essential to his playstyle.
Abaddon - kinda, but he's just a heal and Aphotic Shield (breaks stuns later, that's it), without some items people can just ignore him. Shadow Demon...quite heavy on mana, positioning items are nice...what else does he need that really boosts his effectiveness? Dazzle ok, again some mana regen is nice, Medallion is good, doesn't need a whole lot.
I would argue Io wants at least a Bottle before even Boots of Speed. The combination of burst heal for your tethered ally in fights, as well as granting them great in lane HP and Mana sustain, which is a pretty big asset for him to give.
But I'd definately say Io scales better with small items than probably any other hero (Even like Magic Stick)
I think Mirana can be very item dependent. As a support, her value comes from Sacred Arrow and Moonlight Shadow, with wave clearing thanks to Starstorm in the late game, so she can be run as a position 5 and still put in game changing amounts of effort. Really anything that helps her mana pool is all she needs. Or Clarity spam.
You could probably say the same about Oracle I think?
Abaddon is actually one of the most item dependant supports due to how hard he falls off later. If you're running him as a #5 you're doing it wrong, because he is just THAT good with items specifically auras and utility items. He's one of the best lategame supports if he gets farm.
I would say Bane is extremely item-independant. Soul Ring, brown boots, let's go boiz!
