I FRICKEN WANT HEROES FOR WHEN YOUR TEAM IN DIVIDED AND THE ENEMY TEAM IS UNITED WHERE IT IS FRICKEN POSSIBLE TO TAKE THE ENEMY 5 HEROES ON A WILD GOOOSE CHASE WHILE HAVING THE VISION CAPABILITIES TO SEE WHEN THE ENEMY TEAM ABANDON'S THEIR EFFORT AS ONE AND CHANGES DIRECTION!!!!!!!!!!!!!!!!!!!!!!!
SO THAT THE CONCEPT OF SPREAD OUT AND SURROUND ACTUALLY CAN POSSIBLY WORK AND NOT GET STEAM ROLLED BY CLUMPED TEAMS....
xCO2: Translation; I would like new heroes developed that provide extended vision on heroes all while being able to have them chase you without dying. The concept around this is to counter 5 man roaming teams, eventually they will split up and then your team can pick them off.
There are a few heroes that can do this to some effect. In terms of going on a wild goose chase heroes like Puck, Bristleback, Weaver, and Morphling are hard to lock down and kill without a good amount of burst and disables around mid game where people will be grouping up. If you're looking for vision you can have to great effect placing wards into the enemy's jungle and kiting / baiting with these heroes while your team gets into position. Heroes that provide a good amount of vision would be someone like Bounty Hunter, Beast Master, Visage, Zeus, and in some circumstances Bloodseeker if you'd like to make small skirmishes and then reengage when some are low.
The role your proposing doesn't have any critical thought process put into though. Each role generally has a lane or area that they stay in the vicinity of in the early game, this is such a vague class that it has no structure to it. Supports lane with the carry in a side lane (exceptions being like facless/lich mid), junglers lane in the jungle, roamers are the only class that doesn't lane but that's because that's their specific niche is that they roam the map for lane ganks. A "dragger" would be more of a super durable hero or a durable hero with an escape that can kite. Unfortunately there is no efficient lane for these without sacrificing another, more important role. I can agree with developing a single new hero that follows this criteria for the niche pick, someone who is durable who can provide extended vision. FaTaLiTyFiReFly once suggested a hero with the ability to pay gold to have a jungle creep give vision for awhile and an ult similar to alchemist's old ultimate with HP gain, and I can see how this can work as a beefy support that provides a good amount of utility.
The counter to a clumped five-man is split-push, so Nature's Prophet, Phantom Lancer, Anti-Mage, Tinker etc... (Or whoever you have lying around. I've been known to split-push with Bounty Hunter when split-push is needed and the rest of my team seems convinced that feeding the enemy lots of kills in teamfights we know we can't win is going to win the game somehow)
If your team is divided and theirs is clumped then you will also be getting more exp due to not sharing, and you should be able to take two towers every time they appear on the map.
If you see all five of their heroes in a different lane then push your lane hard and take a tower. You'll either force them to waste either time or gold moving to your lane to stop you, or you'll take the tower and give your whole team lots of gold. If they come to your lane, back off and get out of there.

Isn't your counter to a clumped 5-man to have all your heroes be faster than the other team by wearing both Phase Boots and Tranquil Boots? Surely that much move speed would win any engagement? Or do you need to add some Dagons to the mix as well?
Draggers would need a whole new strat all together. Triple boots. Phase, Tranqs, BoT.
Finish it off with a dagon and heart (since clearly it is going to be a tank/durable hero)
