Here is the list of the heroes' MS. I'll try proving my point using the hero with lowest MS, Techies. If it's correct, then faster heroes will strictly benefit more from Yasha + Phase.
Important numbers:
Techies base MS: 270
Phase MS: 55
Phase active MS: 16%
Tranquil MS: 75
Yasha MS: 10%
BONUS: Eul MS: 35
Techies wearing both Phase and Tranquil, flat MS gain from Tranquil. 270 + 75 = 345
Techies phasing with Tranquil, extra 16% MS. 345 * 16% = 55.2
Techies phasing with Tranquil total MS = 400.2
Techies wearing Yasha and Phase, flat MS gain from Tranquil + %MS gain from Yasha. 270 + 55 + (270 + 55) * 10% = 325 + 32.5 = 357.5
Techies phasing with Tranquil, extra 16% MS. I don't know whether the % stack or not, so let's assume both.
1. If the % stack: 270 + 55 + (270 + 55) * (10% + 16%) = 325 + 84.5 = 409.5
2. If the % doesn't stack (Yasha % taken to Phase %): 357.5 + 357.5 * 16% = 357.5 + 57.2 = 414.7
I still feel the first calculation is correct, even though the MS is lower.
Which means Yasha + Phase >>> Tranquil + Phase in all situation. (it's more expensive by 1075 gold though, which shouldn't matter anyway)
As a bonus calculation, how about Eul + Phase vs Tranquil + Phase?
Regardless of the hero, Eul (35 MS) + Phase (55 MS) = 90 MS.
Tranquil (75 MS) + Phase (55 MS does NOT add because Tranquil) = 75 MS. Again, Eul + Phase >>> Tranquil + Phase.
Conclusion: stacking boots is NEVER a good idea, if what you want is MS.
(no, this is not to debunk anyone, just food for thought)
Techies for example just because he has the lowest MS (for % calculation). If he's still better off using Yasha, then there's no reason for double boots.
+1 for this guy who actually enjoys calculating stuff like these.
I do believe Euls is better in general though, it's solid 35 ms and can be picked up by a lot of heroes and still be utilized well because of the active, unlike Yasha.

Eul is only better at giving more MS than Yasha up to 350 MS (average MS with heroes + basic boots). Anything more than 350 MS and Yasha gives more.
However, Eul is a utility/mana regen/int item where Yasha is more of carry item. Also, Eul active ability is better. So yeah, as a utility, Eul > Yasha.
