How? With a Tango, you cant even heal. How do you not get zoned by it in Lane? I dont know a good way to deal ewith this besides just going super aggressive and zoning him back as well, but thats equally dangerous.
headdress aura works wonders and is cheap enough to consider getting it early game just to be able to trade semi evenly.
personally i prefer aggression since if he is mid you can zone him pretty hard with most mids atm. if he is a lane then he will be either dual or pos 1 in tri (which is dumb) but in a dual just get a stun and some damage like slark works wonders because at lvl 1 if he has heart stopper he is useless ... punish it hard.
had a game with a necro that came to lane with level 1 heart stopper.... he was level 1 at 2-3 minutes and 0-3-0 eziest game of mah lyfe.
Being aggresive is the best way if you are in a dual vs dual, or tri vs tri situation, because Necro at the really early levels punishes passive laning from the opponents; He has effortless harass, and massive sustain with Sadist.
Whereas at the early levels, his ability to punish ganks is limited, since Death Pulse is relatively weak, or not even taken yet. So be aggresive, get up in his face, force him back to heal, or kill him. He's really not that tanky at low levels unless he goes like the double Ring of Protection build, but then he'll lack regen items so keeping him away from the lane is easier.
If it's you being a solo offlaner vs him in a dual or a tri, you really can't do that much, since aggressive actions are harder to pull off. A lot of it depends on what offlaner you are running, but in a broad sense it's not that different to regular offlanes, you just have to be more cautious.
1v1 mid - Again depends on the hero match-up, but I'd say a lot of mids can be aggresive on him early, and shut him out of the lane for a while.
If I am playing a safelane carry than needs or may need any form of lifesteal I just rush Morbid Mask. Usually that's enough, if it isn't, you can just come and hit creeps from your support's pull(or pull them yourself).
If you're a mid, Bottle will usually handle it, especially if you can trade blows with him without getting into Death Pulse range.
In lane, an early Ring of Regen is very helpful too, but you still have to be careful for tanking too much harass. Ferry a salve if you must, it is worth it to spend 100 gold to undo ~50 seconds of work most of the time.
If you want to deal with him then harass/deny him farm while staying out of his death pulse. Necro's attack projectile is very slow and it's below average attack damage so it's easy to deny him. Necro players will be forced to use Death Pulse to farm and if he tries to get in range, most mids have ways to deal with him.
SF - razes destroy necro and punishes him if he tries to go for the death pulse, necro will have a slight advantage at level 1 if he's able to out deny sf souls but that'll only last until level 2 or about 3 souls
Lina - out ranges him and has more than enough damage to make sure necro doesn't even think about getting close to creep wave
Lesh - his spells directly challenges necro, lightning spam is hard to survive and split earth will punish necro each time he tries to death pulse
WR - out damages and ranges him, no way for Necro to do anything but sit back and wait for help
Storm - at level 2-3 with remnant spamming, no way will necro be able to farm. punishes necro players for getting close, he'll get extra regen to deal with necro
QoP - has a much higher base damage and one of the fastest attack projectiles, no way necro can do anything
SW - higher attack range and slightly better attack projectile but his harass is far stronger
OD - nothing necro can do, OD is the ultimate int hero destroy
Silencer - outranges and has a higher base damage thanks to glaives, as soon as silencer hits level 3 necro cannot do anything because last word will nullify necro's heal
puck - tossup on how skilled the puck player is but they have to out harass necro, dodge death pulses and auto-attacks. stay out of death pulse range and push out lanes, as soon as necro runs out of mana you win
zeus - a toss up on how well you get manage your mana and get runes, game of outfarming and mana management
pugna - outpush him and any chance necro comes up to death pulse you blast him with nether blast, going 3-0-2 build is really good here
