AUTOBOTS! ROLL OUT!
Ursa requires a disable in his lane early on if you want to feed.
Pros:
-Can kill almost every hero at the same level
-Able to solo Roshan at level 6 (or duo with Skeleton king or Io at level 1-3
-Has fast attacks and increased damage per swing with Fury Swipes
-Crushes all supports mid game with Black King Bar.
-can wipe out lanes of creeps on his own
-can tower dive
-can solo towers
Cons:
-You need Aegis of the Immortal
-Needs level advantage(3 levels minimum over the enemies)
-Has bad mana pool, and mana regeneration
-Most likely to be the target of the enemy team
-No initiation or Escape (Can be fixed with Shadow Blade or Blink Dagger
I get Earthshock in mid game, because with tranquil boots, you have enough speed to chase the enemy, and the mana cost isn't worth it to me. The movement slow is weak until level 3-4.
Overpower Is what does it all, but don't think you want to max this out first. The mana cost increases per level, and Ursa has bad mana regeneration. Get this to level 3 and stop for a while. 5 attacks is all you need early on.
Fury Swipes If you level overpower before Fury swipes you are wasting your mana, and doing the same amount of Damage per second on an enemy hero anyway. This skill turns Roshan into trash, and can even allow you to solo Roshan at level 5.
Enrage makes Heart of Tarrasque one of the best items for Ursa.
With Enrage buffing 7% of your current hp as damage, you are able to do an extra 100-200 damage.
Starting:
Tranquil Boots are important for Ursa in any lane or jungle.
I choose Tranquil Boots for the speed boost, because it allows you to have an early game advantage in speed, and you'll never have to return to the fountain because of the hp regeneration. You can later disassemble them to create Vladmir's Offering. You lose no gold.

Smoke of Deceit
Dust of Appearance
Smoke of Deceit is incredibly important if your team does not have invisibility. There is no reason for the enemy team to put up sentry wards at bottom river, unless to de-ward your observer wards. In most cases, you can use Smoke of Deceit, and walk into Roshan's den and kill him. If they do setup Sentry Ward's, you can always wait till you can afford a Shadow Amulet. Walk into Roshan's den, and activate Shadow Amulet. This is sketchy, and will only work in public matches. Other-wise you'll get dusted.
I choose Shadow Blade over Blink Dagger if my team does not use invisibility skills. The +30damage and +30attackspeed are definitely worth it as well as the +20% movement speed bonus while active, making it useful to escape even if you are sentry warded. Just bring Black King Bar to help escape.
Shadow Blade is only 900gold more than Blink Dagger. Shadow Blade also gives Initiation and Escape, where as Blink Dagger only gives initiation.
If none of the enemies picked heroes that disable, Ursa is the perfect pick. You won't need Black King Bar. Get Battle Fury in place. In team fights, cleave will wreck them. Battle Fury also gives you 150% more mana regeneration. Now you can spam Overpower!

Top Lane as Dire:
This is risky. Any player who knows how Ursa works will try to kill you 3vs2 as soon as possible. Buy Observer Ward first and place them in the jungle if you're forced to play Top lane Ursa on the Dire.
Mid Lane: Why should anyone else have mid over Ursa? He's the ultimate 1 on 1 hero. If you're not scared of a mid lane Ursa, you'll soon find out why you should be.
Bot lane as Dire (safe lane): My favourite lane as Ursa if you have a disable on your team like Shadow Shaman or Sand King, You can sneak through the Radiant jungle, and tower dive through the trees while your laner disables one.
Jungling: It makes me frustrated when people tell Ursa to jungle. They don't understand the capability of Ursa in early game lanes.
Ursa can jungle, but he'll most likely be the same level as everyone else once he's done with it. Ursa MUST be the highest level in the match.
Mid lane: I've heard this a thousand times. " Drow Ranger is a direct counter of Ursa in lane."
play it safe, stay on your side of the river if Drow Ranger is Mid lane. Be patient, wait till you can buy Tranquil Boots
When Drow Ranger goes down into the river, this is when you run in at him. Tank the creeps, and her arrows. You'll kill Drow Ranger if she doesn't run before you hit her 2-3 times. The Tranquil Boots should give you enough speed to hit her a couple more times.
If you have Pudge in mid lane, don't turtle. This is your chance to mess up Pudge. Steal his runes whenever they are up, and he's completely useless if he trys to turle. Get last hits and denies on the creeps as much as possible, Pudge cannot kill Ursa until he gets his ultimate. Harass Pudge if he trys to kill your creeps. Your passive Fury Swipes Is good to max out first. Since 4 hits will put Pudge to 20-30% of his health. Don't hesitate to tower dive. Just do it if he is low on health. If he hooks you, take it as a blessing. He's screwed!
Any hero not on this list will escape, or possibly kill you.

Get out of the lane if the above heroes are in them.
You need your mp.
Slarder's Slithereen Crush will be used if you try to get close to him. If he misses Slithereen Crush, he will run with sprint.
Clinkz A roaming Clinkz will kill you if you're jungling as Ursa.
Beastmaster This ******* has a non-magical stun that lasts around 4seconds, and a bird that can camp in Roshan's den.
Enigma can screw you over early game with his minions. -Unlikely to happen in public matches.
Razor can max out Static Link to make you completely useless.
Mid Game:
Lifestealer is the tank slayer. Taking portions of your hp; Heart of Tarrasque will feed Lifestealer with his passive ability Feast.
Naga Siren Her net isn't magic, making her one of the best in team fights for preventing Ursa from getting in range.
Bounty Hunter This is the reason you want Dust of Appearance or Sentry Ward He will stop you from slaying Roshan if he spams track on you.
Templar Assassin is also capable of preventing you from slaying Roshan early with Psionic Trap
Late Game: If you've made it this far, your team is probably feeding, or you're failing.
Naga Siren becomes dangerous to fight 1vs1 without Battle Fury Killing a good Naga Siren is nearly impossible, because of her ultimate.
Sven2-3 shot to kill all heroes.
Lifestealer is the tank slayer. Taking portions of your hp; Heart of Tarrasque will feed Lifestealer with his passive ability Feast.
Phantom Assassin will kill you if you don't counter with Monkey King Bar.
Shadow Fiend The damage is intense.
Morphling He can tank so many hits. Attacking him is pointless in team fights.
Sniper If he gets butterfly, you need Monkey king bar to counter him.
Templar Assassin's Refraction skill will tank your hits. You can activate Overpower, and wait for the cool-down to fight her, then after you've broken her shield, cast Overpower again.
