Okay here comes my criticism! If you are going to make me a hero, make the perfect hero out of it :p
First skill is underpowered, 5 seconds silence to a single unit with just 10% slow is not that strong ( Silence and Gust do 6 seconds to multiple target, while Bloodrage is 9 seconds and Ancient Seal is 6 seconds, with their respective abilities).
Second skill is really interesting, but I suppose we need to create different effects for different kind of skills? I mean, you cannot increase say, Ancient Seal damage by 100, right? Or do you intend to actually deal damage with every skill? Can you use buff/heal that is last used by the hero? Say, to random nearby viable units? It seems interesting to me if yes. However, I do think it is very strong (sort of OP actually), so I suppose we can mess around with the cooldown and MP cost? Probably that it is increased by some percentage of the actual skill. We can of course switch it to ultimate skill like abaddon said, but I prefer it to stay, just with some nerf like I said.
As of the third skill..... It is also pretty underwhelming don't you think? I mean, auto mini stun is very good, but yeah, it's mini-stun. Why don't we make it harder to land (say, reduce aura range to 350, same as Degen Aura but reduce duration needed to 4 seconds contact), but make it to a stun instead? Probably 1/1.3/1.6/2 seconds for 60/100/140/180 damage, and some sort of balancing (cannot happen twice in few seconds)
The ultimate skill is.... Somehow very balanced, good job :)

But really, I cannot imagine if Valve really add this hero with my name. This hero will be my most played hero by thousand games different lol
Imagine this: Yzreel picked Yzreel. Then Bastion says: "Yzreel! Now he is the only one I don't want to comment about"
Just imagine this hero's reactions in game, it will be HILARIOUS

Well, would be interesting if I am to become the voice actor, now I can play myself! (Sounds wrong).
I hope I won't though, my voice sucks real bad people won't pick Yzreel because the voice acting makes them want to kill themselves :p
Only 5 heroes have better intelligence growth than Yzreel (double closed brackets won't work, unfortunately), average strenght growth and one of the best agility growth (considering Intelligence heroes).
I find lack of armor balanced. Movement speed isn't also very high or very low, but it's slightly above average (for support heroes).
I can't find info whether Yzreel is ranged or melee. Since he has no attack range displayed, I assume he is melee.
Negative feedback silence isn't good enough, as well as 10% slow is something almost always unsignificant. Even if you would not change that skill, I would reduce cooldown and mana cost by a huge amount.
The description of the second skill - Demonstration isn't clear enough. How would you use Meat Hook against someone? Doing pure damage and adding 100 magical damage or the same as the skill does? Same goes with Shadow Wave. Damage would be physical or magical? Or maybe 100 damage is always pure? This skill reminds of Nether Ward.
Also, this might be a broken skill considering heroes like Lion or Lina. Imagine them taking that ultimate damage and adding 100 (I suggest, pure, type of damage). You can use it each teamfight, and you just wait like Rubick to use that skill against your opponents. It is another counter for nukers, but maybe you should add some range limitations. Like it's scaling better into late game?
Commanding Presence is hillarious.
Degrading is a very interesting, orignal skill. Even though, I would incerase cooldown like 20 seconds for each level. I would suggest 100/80/60, instead of 80/70/60.
