Which means I can't attack if I Ghost Scepter myself.

What "Can no longer orb-attack while attack restricted" means is that you can't Cast your Orb on a target that cannot be targeted by auto-attacks. You can still Cast your Orb on Heroes without drawing Aggro from Creeps and Towers though.

Before 6.79 you could Cast it by using the relevant skill button and left clicking on your opponent, even when you couldn't Right-Click to auto-attack them.
