my friend thinks that, unlike LoL, you can't outplay people using superior mechanics in dota. who is the hero this the best out play potential? people like puck who can dodge and juke rather than items and right clicks determining who wins in exchange.

all heroes can outplay in dota .-. but I think it tends to be people who have blinks that can do the dodging most.
Memories are nice, but that's all they are

Considering Dota has line of sight, high ground, night / day, projectile dodging, denying and a less of a rinse and repeat hero pool I think it has a lot more potential to make outplays with mechanics.

Whereas I find League of Legends capitilizes on outplaying enemies in extended teamfight engagements and personalization because they have a more diverse item choice, cooldown reduction, summoner spells, and runes / masteries. Also the chance of being able to outplay someone is significantly less if your plan is to use bush mechanics due to the fact there is no limit on wards other than how big your inventory is.

So to answer your question, I'm not going to answer your question. In general you have more opportunities to outsmart your enemy in juking in DoTA. I wasn't going to mention TP scrolls because you wanted a lack of items, but they're cheap and you should always have one on you in Dota.

the new LoL season has a 3 ward per person cap actually.

Season 4 hasn't started yet, and regardless Observer Wards have an initial stock of 1 set in the store and a maximum stock of 2 sets, with each set containing 2 wards. The stock takes 6 minutes to replenish. Considering you're playing or watching a half decent bracket then you'd see every role having their own wards in League of Legends, and at least one sightstone.

xCO2 pretty much summed up my concerns on the subject. Though at their core LoL and DotA are the same type of game, they try to maintain their own identity by focusing on different ideals. So to compare an engagement in LoL to one in DotA would be kinda like comparing a car to a motorcycle.

Another concern is the ability to outplay is ultimately based on the player's skill with said hero (ie. whether or not you can use the hero's skill set effectively).

However, to strictly answer your question on which hero has the most "outplay potential" in the DotA setting: Puck, Meepo, Morphling, Pudge, Mirana, Rubick, and Invoker come to mind as having the highest amount of skill to payoff.

Hmm, I agree with Vash on most of those, a strange one I would add is actually Keeper of the Light. He has the potential to do pretty cool stuff, like blasting a fed Alch onto a ledge at TI3.

I found Earth Spirit is able to heavily outplay his enemies with all dem grips, kicks and rolls. His skills have so many uses that I would consider him a 4-skill Invokar.
