You cant really compare fountain hooks to things like viper strike and blink on tinker. Those things nake sense, you shouldnt be able to purge a mediocre ultimate, and if blink rearm were to be nerfed then tinker would completely disapear again.
These things are more of a matter of balance, just like rupture 'should' ignore anything. It shouldnt, instead of giving him random OP spells without synergy bloodseeker should be remade into a hero that makes sense.
Honestly, I'd say it depends on a Bug by Bug basis.
Blink Dagger could probably use a small Nerf, and should only Refresh the Cooldown after use, not after taking Damage. It is just too good atm.
I agree that Fountain Hooking wasn't a real issue, but let's face it...that was removed because of the sea of meaningless tears that flooded in after Na'vi used it to win a game in TI3, loads of people knew about it, but it was suddenly "OP" because it earned a victory at TI3...this has nothing to do with whether a bug is OP or not.

It was cheap though. That bug should never have existed, it's something that Valve ****ed up, and got exploited until the point of a pro team using it to their own benefit. Baiscally, not cool. I mean come on, you can still fountain Skewer people with Io at least.
Regarding the Blink Dagger, I don't really think it needs a nerf. Sure, you might say Tinker is OP with it. Then again, I'd disagree. There are so many things that shut down a Tinker, that I don't have enough fingers to count them all.
Plus, this ain't the site to complain about it anyway. You have way higher chances of complaining on dev.dota2, but their mods are "Valve Knights", and they insta close threads that are not "respecting the rules"
