These are my thoughts.

Phoenix Offlane is a situational offlane, reserved for when he is the only item-independent hero with an escape. He gains some things from the solo, but a good trilane or even dual lane will negate any advantages of soloing due to his long CD escape. IMO, he isn't really a great offlaner, but he can if he must.

Pheonix offlane is incredibly good, even on dire it's decent because you can disrupt the ememy pulls and suicide at the ancients if you know it's over.

He's great. You get solo exp, the enemy carry gets his lasthitting screwed by fire spirits, and you have an escape.

You really only either do solo offlane phoenix or mid phoenix because he needs levels and not hug quantities of farm. And how can a tri-lane take advantage of the long CD if you have good positioning and wards up.
Your new diet for heroes; You will need 4 wards (cuz wards taste better), 1 set of tangoes, 1 mango, 1 cheese.
With this you can make a nice Tango Mango Cheese platter. You can wash this all down with a nice bottle of water, Can be flavoured with red, green, yellow, blue, purple AND GOLD!
Caution: Taking roshan 3 times is required.
