Its not matter of price, it's a matter of time. If u manage to do it before 6-7 minute its still great, anyway you lose time by farming it having no item for a long time if you reach midas later, still works if the match got into a long laning phase but risky not to have neither boots for so long time. Just evaluate the first 2-3 min gold, you can get an idea if you're going to suceed in it, you can take gloves and keep them into a maelstrom after boots in a lifestealer if mida's not gonna happen for example, which speed farming and give some damage and attack speed to.
If you don't mind delaying your Core Items and want extra Levels in the Mid-Game and/or extra Farm for the Late-Game, then it's still viable on any Hero. You just have to make sure you can Farm it fast enough and you're going to continue to farm well after you get it.
I actually get the recipe first for a simple reason: if I have the recipe and I only need 200 more gold for the Gloves of Haste, I buy the Glove from the side shop and save a minute or so; plus, by starting from the recipe, you can still decide not to get the full item if you can't buy the recipe in 5 minutes.
Anyway, I think it's worth picking one in ~6 minutes on any Hero if you want an advantage in the late game, but sometimes you can even pick it later (~10 minutes on mids like Outworld Devourer and Invoker is still good) or, also, skip it if you're free farming (e.g. I'd rather have a 6 minute Helm of the Dominator than a Hand of Midas on Luna).
I still like it on Nature's Prophet, though: going Phase Boots into Hand of Midas is very handy (get the pun? :D Okay, it was terrible) as you should be sniping Heroes/couriers and pushing with the team before the mid game (~15 minutes). A quick Necronomicon by that time would be a bit of a waste, and you would be left with little attack speed and a lower gold advantage. Also, you usually aim for big expensive items on NP, so inventory space isn't a problem at all.
I usually buy the recipe first with a laning hero and the glove first with a jungler. The reason behind this is that attackspeed does nothing for you while lasthitting in the lane but it will speed up your jungling.
First of all, Midas (as with any farming item) is situational on every hero, never an every-game pickup (maybe an exception for NP, but that's it).
More common Midas heroes like Doom (though I really don't like Midas on him, he already has Devour) and Invoker should still be able to get it in 6 minutes.

I personally think it's a great item, just beacuse the recipe cost doesn't mean it's bad. I like to get it on heros that contribute 20 minutes into the game.

Don't know why you would get it on Lycan. Seeing that you would have to get it late in order to get a quick Vlads. Depending on how things are going, I usually have Vlad + Treads under the 13 minute mark. Depending on team composition, I then either go for dps or push items.
