Was always wondering why SB wasn't picked more myself. I mean he has a set of skills that only needs attack speed for locking down a hero, and doesn't need that much items to be tanky, deal big damage and lock down. only hard part is picking his lane. Sure, he's "easily kited/baited" but most explanations like that don't explain that the skill is more correctly used to go to a hero that your teammates are already near as a gank initiator/backup hero.
Yeah I see his potential as a counter-initiator more than an initiator. Like on one of those supports with a channeled ult which can wreck a team fight. I'm thinking Blackhole or something like that. Also great for focusing out a non tanky carry, Anti-mage or possibly Gyro. Also good for early ganks on the solo lane if a tri lane is being run and it probably will. Very situational of course but still more plausible than some on here give him credit for. As for laning I agree it's tough but he could even take that solo lane against a magnus or whatever. You also have the element of surprise in picking him in the first place.
Disruptor is more about his skills - Glimpse has utility, of course. But it's not really useful in all situations (shame, would be great if you could use it on allies) Thunder strike is great when it's spammed and when it's leveled, but that would mean less levels in his Glimpse and Kinetic Field, and leveling it high is near impossible anyway as a support and without Bottle, which shouldn't be available anyway. Kinetic Field is easily avoided and his ult isn't that good. (Need damage? Get Epicenter or something like that. Need silence? get Global Silence, or better yet, just stun them all with Reverse Polarity or Ravage)
Anyway, no real disables, squishy, average range, average base damage, no instant nukes, no babysitting mechanic, no outstanding ult, and overall nothing that can classify him as an extraordinary support in anything.
The reason I started playing Disruptor is after watching him in last years international. Last year I'm sure he was banned out quite a lot as well as being picked regularly. That may have been part of a combo with another hero perhaps. I think he has great team fight abilities. especially in combination with other AoE spells Gyro's ulti for example. I don't think it's that easy to escape a kinetic field when you land it properly i.e. after the fight has started. The other team then has two options stay and fight or turn your back and run and take more damage, which is where glimpse comes in.

Fourth Tier The Surging and the Dwindling
On the up and up: Venomancer and Disruptor have been used in the past for their synergy with early fighting carries but we dont know yet. As predicted, we finally saw Silencer picked in several games but he has failed to uphold the claims of many that he was overpowered after his spells were revamped. Outworld Devourer counters other Intelligence-based mid heroes very effectively and provides an instant disable in Astral Imprisonment but his late game is completely negated by the purchase of a BKB. Juggernaut is never totally forgotten, used more often in pushing compositions, with teams exploiting his semi carry peak to prevent the game from dragging too long.
Going downhill: Tidehunter and Invoker were top tier heroes once but now they are rarely seen in competitive games, as they were both superseded by heroes that can fulfill their duties more adequately. Tiny has also fallen from grace, as he doesnt fit the current laning trends. Vengeful Spirits skill set is decent thats why shes not completely ignored but she doesnt give an edge that would make her necessary for specific tactics.
