Maybe Meepo 1 lvl net? It have really low range and awful animation.

As much as this may sound silly, I find that Witch doctor's maledict is one of the harder skills to land properly due to the tiny radius and relatively short range. Although probably not the hardest skill to hit I always associate it with missing completely.
Actually, I'd agree with you - Maledict is a bit of an arse to land. Don't usually miss completely, but the short range, slow animation and tiny AOE don't make it easy. The other thing is the temptation to try and hit multiple targets with it - remember once landing it on 4 players after a Reverse Polarity - they melted pretty fast :)
Well with practice nothing seems too hard to land.
Predicting enemy movement is paramount for a successful Sunstrike, Meat Hook, Arrow, Blink Poof, Etc.
Mastering how to predict ones movement is the hard part, rest is all symantics.
Not so hard to land especially in "lower bracket", also depends on your team, if they are smart enough to stay out of it's range and use skills inside it.
