All of the characters who would "potentially want a helm of the dominator" need the lifesteal. Thats because HotD is considered a lifesteal item over all its other functions (which is the same for pretty muchevery other item that comes with an ability). I don't think anyone but you cares about the lost regen, because you're supposed to be making it back anyway via the lifesteal. If you get it on someone that can't do that kind of damage, you're ******ed and probably should have bought Mekansm instead. (which gives you a whole +1 "free" regen over the headdress - clearly its wrong/OP and should be fixed)

HotD is not a support item, and it isn't meant to be. You get it on a carry.
Its lifesteal is at least as important as controlling a creep, if not more.

Taking away lifesteal and adding armor/regen would take away almost all appeal for this item. Supports would not get it, as having a creep doesn't add to a teamfight nearly as much as a something like a mek heal, and having the creep stack still isn't worth it.

50% is 0.5
65% is 0.65

Get it now?And you also get the armor and the damage bonus.

Ummm [ring of bisilius] gives a fixed 0.65 regen not a percentage (at least I think it does) while the sage's mask gives a percentage regen so the sages mask provides a higher mana regen if you have 33 int or higher...

Just for the record, (and I like research), I checked Dota 2 wiki, and it does indeed give 50% of the current mana regen extra per second, and mana regen vs 0.65 mana per second regen.

I feel that Helm of the Dominator is kinda silly on a Support. And stacking could either be done by the carry that gets this (such as Luna), or by the support himself.

As for HP regen on a solo scale, I would rather go for Mekansm (which I understand isn't what you want), or even a Hood of Defiance (to later upgrade into Pipe for team support).
