You ever examined the macro roles in this game Tank(Strength) DPS(Agility) Magic/Utility(Intelligence) and noted the effect that it has on the micro roles in the game? (Durable, Initiator, Carry, Support, Dis-abler, Pusher, etc.etc?)
For example, you will find most characters that are durable in the strength class....
But is this any mere coincidence?
If the game is designed with the right approach then there shouldn't be more of a role in a certain class because of that class' natural strength... sure, there might just happen to be more durable in strength for example...
Yet, there are 26 durable heroes in the strength class and 5 durable heroes in the agility class.
This is going to do nothing but strike a person as being something to be greatly suspicious of...
In further investigation, you will find that every agility hero who is durable has a skill that helps them tank damage, all accept for Razor.
Ursa - is Durable but doesn't have a durable skill. This is because her attack is so powerful that she can steal so much life back so fast.
Lone Druid - Bear (Obvious)
Viper - Corrosive Skin, % reduction from magic damage
Spectre - Dispersion, some attacks left as unharmed
But Razor? No defensive skill that can be identified....
starting armor 2.... 1.7 strength per level.
But I am not irked by that minor detail so much that I am irked by the fact that every single agility hero who as the "Durable" tag is also a carry.
Considering that durable is the nature of strength heroes...
How can we not question the resulting effect that happens when the nature of strength heroes "Durable Quality" crosses over in to agility and therefore results in a character that has, maybe not the best, but certainly the great of both worlds?
All 5 agility heroes that are durable are carry, why?
Because carries are quite simply better heroes being strong in 2 out of the 3 thematic extremities.
his passive gives him survivability against single target spellcasters relying on those skills for chasing etc, he does not rely on items for damage so he is commonly built as a tank so he can get more lightning strikes from his ult off and steal more damage.
I have not looked at the learn page in ages but the reason is they did that to make razor appear more in bot games because before he was classified as a Cary only and the bots rarely drafted him
My lone druid starting items are 12 Iron wood branches, 6 for the hero and 6 for the bear. Even if the bear does not get stats more twigs are OP on any hero.
He's not really all that durable, he has Unstable Current which means he fires back a bit of damage/slow/purge against people who cast against him. Sometimes he built to tank with Heart/Vanguard/etc but by stats alone he's not particularly tanky .
The only reason he is build as a tank is because of his massive damage output with Static Link, thus he is damage items independent. The valve build is actually taken from this guide.
And haven't you noticed that there are only 3 non-carry agility heroes? (NA,Veng,Veno). Veng can be build as a carry thanks to her good stat scaling,

The reason why Ursa is so tanky is because he has awesome base strength and strength gain. If he was a strength hero, how imbalanced he would be...
Also, what is wrong with agility durables being carry? Most agility heroes are carry anyway. Besides, Ursa, Viper and Spectre all have their weaknesses. Ursa gets kited, Viper needs early kills to snowball and Spectre is quite ****ty in lane. Razor isn't even an actual carry, as he doesn't really scale by items. He is more of an anti-carry, but static link is so awesome that you can carry the game sometimes by snowballing.
EDIT:
If I follow your argument, then I would also be saying that heroes like Earthshaker and Sand King do not belong in the strength class, and that, because they are nukers, they belong in the intelligence class. Doing this will severely limit the creativity and uniqueness of dota heroes, and will make it a boring game.
Personally I think Razor works better played as more of a traditional agi carry than trying to force him into a tanking role - all that extra damage works wonders with extra agility/attack speed/orbs etc.
And yeah, almost all agi heroes can be played as a carry - it's in the nature of the stat that it mostly sucks at the start of the game, but owns at the end.
Its simply because Razor is usually build "Tanky". There are other heroes that have micro roles that are defined by what they SHOULD be and not what their natural abilities allow them.
Also, it gives new players a general consensus of what the hero can/should be able to do.
