In my experience with dota, a lot of my time I have devoted to trying to figure out what Intelligence hero can actually use butterfly.
I ultimately concluded that windranger may be the only intel hero where butterfly could even potentially qualify as a legitimate item, considering that she uses mjolinir, mkb, etc.
Even though the item works fine on her, there is redundancy conflict between the item and her spells. She already has an evasion skill, and I'm pretty sure can fire attacks while wind run is on... Her ulti gives her max attack speed that would be just another thing butterfly is enhancing.
So even though it works and isn't bad, it doesn't exactly make sense to get butterfly on windrunner.
This only leaves me with one hero left that butterfly would even potentially make sense on, and that hero is visage since he saps attack speed which could go along with the attack speed enhancement of butterflies agility...
But this item just seems to make even less sense on visage then even wind ranger.
My suggestion is to change scepter effect and instead of 3 familiars, just allow the familiars to be consumed by visage, or become one with him(maybe enhancing size), which adds the effects of their attack, their base damage, and their life pool to visage's stats. We already got solar crest and blood thorn to work fine with visage when the familiars are out.
There may need to be a consequence to this ability though. For example, currently when scepter is used, it adds another familiar, but this could mean more gold fed to the enemy depending on the hero visage is fighting or the situation he is in.
Therefor the consequence of the familiars and their effects being consumed in to visage may mean additional movement speed loss for him. Maybe the stuns from the familiars could be combined in to a single aoe stun around him, and maybe he would become invincible for that portion of life recovery that they make up in visage's life pool as he is restored in life by that amount before returning to the fight.
But now I would say that butterfly mjolinir would make a lot more sense on him if he had scepter. Firing off that bonus damage quickly for so many attacks, and also making good use of a mjolinir and bkb.
Make visage the 2 or 3 star carry he was meant to be.
Even though visage may become slower with the familiars united with him as one entity, he would now permanently fly like his familiars, above trees and terrain etc.
The only INT hero on which Butterfly makes sense is Puck. But then you have a blue butterfly buying a green butterfly. Which is an inconsistence in the game, and it needs a fix pronto.
That's why my advice is : make Butterfly blue, or make Puck green.
Since Puck is based on the eponymous character from Shakespeare, and that this character is an elf, I think the most natural solution is to make Puck green.
This could be justified in lore terms by saying that he ate all the herbs growing next to Undertree.
the only problem with your idea is that puck has no potential relevant significance with butterfly to anything progressively effective for any situation.

Yes. But that's a problem with the game design, not with my reasoning. As always, I believe that the game should conform to logic, and not logic conform to the game. The failure to recognize this common sense principle can only lead to a totalitarian system of Frog Nazism. A fellow game critic like you should understand my point perfectly.
When looking at the lore, it's clear that Puck is the only member of his species. So it begs the question, how does he find a mate to reproduce? The answer is obvious : Butterfly contains the preserved spirit of the only other member of Puck's species. So the solution is to give Puck the ability to make baby Pucks by activating Butterfly. Make this a level 25 talent. The baby Pucks would of course share all his stats but with reduced damage, but they'd be actual physical babies, not illusions.
Your initial idea is brilliant. But Visage is the wrong hero for implementing it. It should be implemented on Puck since it fits his meta of teamplay synergistic escape/disabler perfectly.

You have a potentially good expression here but I would interpret it more along the lines of....
I believe that the game should conform to a prioritization of spectrumal proportionate design rather then a pseudo spectrum of design dictated by what is most convenient for lore.
This actually challenges the artist, rather then letting his deceptive imagination freedom run away with the design with out any order at all.
I actually criticize the game starcraft quite well on that point in regard to redundancies, gaping holes and disproportionate confusion of spell/ability effects that place what is most convenient for lore above thematic and proportionate reasoning.
Particularly in the last few posts in my blog at team liquid
I have to say, the only int hero that I've seen Butterflies on is Silencer, before Bloodthorn and Moonshard and Hurricane Pike exists (wow, the new items really helped him, didn't they).
BUT, I WOULD like to see a green puck, that, as hamster said, would fit the shakespeare theme really well too. Kyfrog pls, make him a new Aghs upgrade too :D
I think it is really strange actually that weaver is considered an agility hero when double strike is found on the intelligence themed item echo saber...
Of course you wouldn't get echo saber on weaver, but blood thorn?
I'm going to go investigate the stat growth of weaver just to be sure his intel doesn't grow more then his primary stat, I know there are some heroes like that but I think it would put things more in to perspective for me if this were the case.
