Hyperbole aside, Blink is situational, viable or core on every single hero in the game, and has been for years. Even to heroes that already have innate mobility. Although i don't deny that Blink Dagger is a very common item. According to Dotabuff, Blink is the third most purchased item in post-game inventory, losing closely to a mere TP scroll and Boots (treads).

Blink does have limitations such as the archaic yet subtle blink range penalty, no components or upgrade unlike Forcestaff, provides no stats and the disable time. These limitations are rightly justified, also it increased by 100 gold in 6.82 for obvious reasons. The fact that Blink is still very essential in meta for over many patches says more about the game than the item.
The only reason Blink started becoming ever more prevalent from a situational item is because the 6.80 buff that removed the 75 mana cost. But this benefited especially STR heroes and others who have mana problems, opening up the item’s viability.
Unless Blink is nerfed to the ground which will not likely happen, another minor nerf will not deter the pick rate. Nor will it create a dilemma for heroes who build both like Bat or Slardar. Blink provides many things, but at the foremost it simply grants more mobility.
Reasons why a further minor nerf to Blink is warranted

add 1, limited to a stock of 3 Recipe in the store. It takes 2 minutes for buy, Recipe second e 2,minutes, 2 minutes, 2 minutes up.
15 minutes into the game revenue, this free to buy complete

Dude, wtf. Blink dagger is perfectly balanced if you ask me. Sure it's annoying when the enemy enigma/Nyx/Ostarion/Sven jumps on you from the fog,stuns you and proceds to kill you or the enemy enigma jumps and Black holes the entire team, but that is a part of the game. Blink dagger is already nerfed just by the point it is not a recipe-upgrade item which you recomended, since it forces the player not to get killed so he can save up the money which is devastating for supports and squishy heroes. And BTW dude tell me if I am wrong, but are you suggesting that if you jump in as a melle hero you get pushed away for 600 radious? How will that work they tidehunter jumps in the centre of 5 people?
We had a discussion about a half year ago in which we came to the conclusion (feel free to correct me if I am wrong) that it might becoming a more frequent purchase on a lot of heroes but that it wasn't too strong yet.
Mobility is king in dota for sure but there are always ways to work around Blink Dagger. Radiance, spotting an enemy preemptively with Observer Ward....
there are a lot of ways. And as Afghanizm already mentioned, you have to pay 2250 gold on one item without a build-up. That's freaking huge. Sometimes even the carry might have problems with that because it kinda forces you to not fight or be really careful in fights.
This can be a huge problem as the current meta revolves around early agression.
