Is viable skull basher on wind now ?
the extra damage seems nice with focus fire
becauuse of the extra damage of 6.84 basher

The damage of basher is still excatly the same in average. Now it's just more RNG dependent.
Actually now the cooldown of basher is a bit longer so basher got slightly nerfed as an item.
Basher on WR has always been viable. Especially with a Blink Dagger, so you can blink-abyssal. It's both a damage item and a disable on a hero who needs both, so it's a solid pickup.

blink and basher are just too good on wind after the scepter
just thing that now it has more synergy cause of the extra damage
but i thing that wind is out of the current meta, too much nuke and little physycal damage in this patch

Hammy came to the conclusion using the chance to bash (25%), the bash damage and the damage provided by the basher itself.
Since the bash deals 60 damage and the bash chance is 25%, it means you get around 60 damage every 4 hits, which averages out to 15 damage per hit.
15 + basher damage bonus (25 damage) = 40. That's exactly the same as the damage bonus per hit from the old skull basher <|:D.
However! Windranger has Focus Fire, which gives maximum attack speed (500 IAS - 0.25 AT) and is why some mistakenly consider Skull Basher viable for her. Reasons for this:
High attack speed means Bash will proc more close to every 2.3 seconds.
Focus Fire does not reduce the damage done by Bash.
These might seem like good reasons, but fall short when you think a bit and compare it with other items. Reasons why it's not viable:
Windranger already has a 3.75 second disable in Shackleshot, effectively removing the value of Bash's stun for that duration.
Best case, Bash procs once every 2.3 seconds, meaning no matter how high your attack speed is, those +60 damage will never occur more than once every 2.3 seconds.
Calculation: During Focus Fire, Bash will at average occur every 2.3+(6.6/4)= 4* seconds.
Pretty clear now, ain't it? And guess what - Crystalys (the standard item after Agh's) is even better!
The only reason you would want Skull Basher is for a BKB-piercing stun every 4 seconds, but is that worth it when you can save for MKB instead or just melt them away with you crazy damage? Generally, not even close.
Rounding off, Skull Basher was better for Windranger before 6.84, where it had higher base damage. (40*4= 160 dps)
* 10% proc chance gives average mean first-bash time: log(0.5)/log(0.9)= ~6.58 seconds. Divided by 4 attacks per second with 500 IAS.
