I like Radiance at any time of the game if you intend to split push or you need area of effect.
No matter what, Radiance + a level 3 ult will do heavy damage to enemy support heroes. (cause 7 seconds is 350 magic damage to all enemy heroes no matter how you look at it, Plus illusion right click damage, plus desolate damage, plus in this case diffusal damage)
Best use of Radiance late game is definitely split pushing and having your ult off cooldown.
And, in my personal opinion, with heroes like Nature's Prophet teleporting around, it is important to be able to splitpush
I agree with that. The only reason it's really up there is because it still gives you 60 additional damage and can help with late game pushes. But it's not really as necessary.
It's kind of core on Spec though. Not saying she cannot do well without it, it's probably better on her than any other hero. It by no means is bad late game, it's just less noticeable.
You say Radiance is a good late game item, but I'm pretty sure it's use is worse late game. The 45 damage it does will stay the same throughout the whole game, like a lvl 4 spell. Either rush it, or don't get it.

It's not so useful late game, not even against supports, with that money, you can get an even better item and helps late game.
Still giving you a +1 though.
