I wouldn't ever consider treads "core" on Enigma.
I agree, especially if Blink Dagger is listed as core (which, in many cases, it's not)
Usually, you can get away with rank 1 boots for all of the game if you really want to. It has been done before professionally.
I usually prefer going Ring of Basi, and from there rushing arcane boots. This allows me to skip over the soul ring and still farm straight into a Blink/Mek/Pipe.
