This is probably the first question you have. Why would bloodseeker ever be used as a support? Well, thanks for asking!
Allow me to explain:
Bloodrage can be cast on allies and amplifies ANY DAMAGE OUTPUT!
If you are buddies with Zeus and you cast Bloodrage on him good things happen.
For instance:
With an Aghanim's Scepter Zeus hits each enemy for 640 damage, minus 25% magic resistance, 640 * .75 = 480.
With an Aghanim's Scepter and Bloodrage, Zeus hits for for 640 damage * 1.4 = 896. Including magic resistance 896 * .75 = 672!
That's an additional 192 damage!
Not to mention that any kill heals the target it is cast on per kill. Bloodseeker is amazing at lane support because he doesn't need to harass to keep his carry alive, the carry just needs to last hit well. Bloodrage even helps with last hits by giving a damage boost!
And that's only Bloodseeker's Q move!
Blood Rite is now a great AOE pure damage and silence.
This move has incredible synergy in teamfights. While there is a 3.4 second delay to effect it covers a very large aoe and silences 3/4/5/6 seconds. Paired with a team fight ultimate such as Chronosphere or Reverse Polarity the team fight potential is enormous.
Thirst is not just for bloodseeker. The pairing with any globals ( Invoker, Zeus, Ancient Apparition to name a few) forces opponents to watch their health even more.
For enemies under 30% health Thirst provides true sight. thirst is especially useful with sentries when you may hit the enemy hero, but not have enough burst for the kill.
Finally, Rupture
For all of those Bloodseeker's who built Force Staff... Now it actually makes sense for you to make! (instead of being a "damage nuke" that was "amazing")
During teamfights or ganks, use Rupture on the other team's most mobile hero (Casting on the Crystal Maiden who is using her ultimate doesn't really do anything). Alternatively, if you can Rupture a hero and Force Staff them to your team, he's in a pretty bad spot. Please do not Force Staff/ Rupture combo the enemy's initiator (such as Tidehunter) because that is bad.
So I've answered why Bloodseeker is a viable support, the next questions is how.
How do you play Bloodseeker as a support and what are you trying to accomplish?
When i play a support Bloodseeker my goal is to help my team out. I know this may come as a shock but i want to support them. Playing a support Bloodseeker does not mean you do nothing all game and end with brown boots and an Urn of Shadows. You can still farm and will get some money, but if your team needs you to buy Observer Wards, then do it.
My item choices are focused around auras and my actions are focused on keeping my carry alive and hitting hard.
Most if not all of my item choices either passively benefit my team or can be used to benefit my team in some way. Many of the others are good for team fights and groups play.
Previous to 6.82 Bloodseeker was terrible at team fighting, but that all changed with new moves. If you build Bloodseeker as an A.O.E. and aura hero he can be incredibly versatile.
As a support Bloodseeker you have a fair amount of options because of your versatility.
However, because you are a support courier is a must for you. If nobody buys courier it is your job and if someone does, you should buy Observer Wards.
The biggest question with starting items is what will my overall build for this game be? If you are worried about harass in lane you should consider an early Ring of Regen to build into Tranquil Boots.
Alternatively, if you will be ganking, you may consider starting an Urn of Shadows or fast Boots of Speed. (Side note, when ganking with Bloodseeker it is most wise to gank with someone else and use Bloodrage on them for extra damage).
Because Bloodseeker doesn't have mana issues, may not have health issues, and doesn't have movement speed issues, boots are a large question mark. depending on your actions and item choices in the game any boot choice can work, excluding maybe a fast Boots of Travel. If your team doesn't have mana boots you can make a huge difference by having free mana for your team.
The biggest idea with boots is that you should not just buy the same ones for every game, adapt to your team and the enemy team as needed.
As a support, you may have trouble getting items, but because you are playing a Bloodseeker, whenever there is a lull in the action you can farm the jungle fairly well.
As a support and utility Bloodseeker, a Force Staff is a must. being able to move your teammates can save lives and hey, it does have synergy with Rupture.
After that your options depend on what your team needs and what the enemy has. If the enemy has a lot of magic damage a Pipe of Insight is a must. Alternatively, if your team's Anti-Mage is stubborn and won't buy a Black King Bar, then buying a Linken's Sphere and using it on him could be incredibly useful.
If your team has a lot of physical damage, or you want an early Rosh, then a Medallion of Courage would be a great purchase. A Heaven's Halberd can be used to stop their hard carry and win your team a big fight. Even a Pipe of Insight can save your team from a big Epicenter or Thundergod's Wrath.
