You might also consider rushing arcane boots for early ganks and escapes. It turns you into more of an early game utility hero with massive escape and initiation potential. Storm spirit's mana pool doesn't have the capacity to utilize the attack speed from power treads early game, especially considering that most of your damage is overload and remnant damage.
My early game storm spirit is usually:
starting items, then bottle, then straight into arcane boots. After that I buy two sage's masks and either rush bloodstone or an oblivion staff. Then it's orchid and utility items.
Seems to work for me, I've got a 66% winrate on him with a 4.98 overall KDA, and he's my second most played hero.

I feel you should always get Overload at Lvl 2 because it makes your lane a lot easier with the bonus damage. Sometimes even get a second level at 3 if you are trading a lot or up against a high base damage hero.
Generally i go 1-3-1-1 by 6 and leave Vortex at 3 levels because you don't need more to do a clean combo and maxing the other skills first benefits your damage a lot.
Item Build:
I would recommend going for a fast bottle build with one tango an 3 gg branches cause you will need the mana regen for spamming remnants in lane. Although i think the null talisman is not needed if you have an ok early game and so you should skip circlet and mantle.
A great Storm Item you didn't even mention is the magic wand. The burst manaregen helps so much in terms of escaping or getting a kill, that wand should almost never be skipped on Storm.
Power Treads are fine, but if you are rushing bloodstone you should go for arcanes first and disasemble them later for the soul booster.
Bloodstone rush however is not always the best chooice. If you want to pick up bloodstone as your first major item you should generally be able to get it before 17 minutes. Otherwise i recommend going for another item (orchid, linkens or even bkb, depends a lot on the game)
Linkens and orchid are fine extensions. I personally haven't tried Urn yet, but i don't think that it's a good item on Storm. Generally you should have a support picking it up.
Also there are a ton of items you didn't mention at all e.g. bkb, shivas, sheep stick, BoT's, just to name the core ones. Your item build is one dimensional with no explanation or situational adjustments. I am not saying that it is a bad build, but you should give some options and explain when which items is good/ bad.

As for the Skills I can entirely see as to how that would work just as well. For me personally the order of the Skills listed has always been the way I've done it and I have never had any issues so I went with that.
For the Items I do agree that typically rushing a bottle would be best, however my play style does tend to be a bit odd. In fact typically I don't spam the remnants in lane; I tend to roam for early game ganks a lot more than stick in the lane. Again, this being how I use the build I naturally went with it.
As for the Wand I have never really found myself needing it although it did slip my mind to mention while writing the guide.
As for the Boots I agree both ways work fine and certainly agree that the arcane s tend to be better for a bloodstone rush. Personally once in the hype of the game I tend to forget that I can dis-assemble and that's why I go treads. I will mention it when I go to update the guide.
For the Bloodstone typically I only go for bloodstone that early in if the game is going rather well and smooth. If the team seems to be struggling or lacking in a certain area I would certainly say to go with Orchid first.
The Linken's I can see confusing people as it is typically situational, I just prefer to have it regardless.
As for the Urn... here's the thing, typically it is a very poor choice for Storm Spirit. However, I like many of my friends tend to play in pub's expecting no one to produce much (This is just after dealing with all the people who try to troll or generally are having a lot of issues in game)so again, this is just out of preference to enable me to stick in the middle of the fight without having to worry about getting that last hit.
Lastly, It does lack explanation I do apologize for that; I am doing this while at work so I just wanted to get the basic build down and add to it later on. In the meantime I was hoping for feedback.
