Can you explain drums? It doesn't solve voker's mana problems.
Hex seems a bit overkills since voker has enough disables of his own.
What is your opinion about refresher orb? To me it seems a paradox. If you think about it for a moment, getting refresher is done in lategame. But lategame is the point at which enemy carries should be having bkb. So this is like saying oh enemy got magic immunity? Lets cast more spells that won't have any effect on them!
Also I agree with the above comment by Peppo_oPaccio that you can add images of skills and such to make it less of a plain wall of text.
It looks like a huge wall of text, you could add some images and formatting following Dr. D's guide.
The build itself is nice though: you may want to get the second level of Invoke at 11 since most of the time you'll cycle between three spells ( Tornado, EMP and Cold Snap/ Deafening Blast for ganks and teamfights, respectively) and an extra level of Wex or an earlier Exort really helps. You could also start skilling Exort at 13 (while still getting a skill point at 6-7) if you want, as having 5 points in Wex makes your spells really good already.
About the item build, I'd remove Eul's since it's a situational item and you don't have Sun Strike and Chaos Meteor to combo with it, but the rest is fine.
