When the Aquila Aura is on, allied creeps gain an additional 2 armor, which is useful if you want to push the creep advantage in a lane. The aura should be off if you do not want the lane to get pushed. The boost of mana regen is extremely useful in early game, even in mid game with heroes with low intelligence grow like Troll Warlord.

I make Ring of Aquila on almost every agility carry.
Cuz i like it.Also, its good in pushing lanes and gives you 18 damage;the downside being that it does not scale given its cost.
Agreed. The bad scaling isn't a problem to me because it is an item I buy to secure my early game.

Could any tell me why this item is terrible?
I don't see how this item is so bad. It is easy to build and grants many bonuses. I would only build it if I had a Wraith Band or Ring of Basilius in the first place, though (which is usually on an agility hero).
