Hey all, I have republished this guide. First of all I noticed that there is a ~30-40% winrate with Meepo on Dota 2, which is kinda stupid - Meepo is a great hero. So I wrote this guide out of frustration to give some insight into this insane hero.
Ladies and Gentlemen, I give you:

Introduction

Meepo is an agility hero that requires quick thinking, knowledge of the game and commitment. If you like playing rightclick heros such as Drow, Viper and Ursa, You may not be comfortable with Meepo. Meepo requires keen Map Awareness blah blah blah, Microing blah blah etc.

Just be prepared to work hard if you want to win with him!

Item build - Personal and Dagger

Building Blink Dagger makes for a more fun Meepo match, it also leaves you with the ability to put early levels into Geostrike since you can Blink - Earthbind at ~melee range. (280 at the first level).
I have played quite a few games using the dagger and they've been quite successful as Meepo can become some kind of pseudo initiator, providing they don't have too much burst damage. Poof Meepo is more fun for killing but with Meepo I think your best shot is to Rax and Throne quickly so super carries such as Antimage and Faceless Void and Phantom Assassin Start carrying through slowly accumulated farm.

I prefer building my Meepo a bit differently, Rushing Meka and making a quick Travel Boots rather than going Blink. Straight after Meka and Travels, I buy Aghanim's Sceptre Giving more Poof, More Earthbind and more stacks on the slow, whats not to like? (Except the map getting a bit crowded >.> )
Anyway, I don't really ever see anyone get Veil of Discord On meepo, but I like it for games where there is another AoE initiator like Sandking Boosting his ultimate's damage and also, the damage of Poof is increased too! It's just an idea; Don't hate.

Meepo?

PROS
One of the most fun heroes you can pick up
You can be anywhere on the map in a few seconds
Has a strong slow passive that goes upto ~80%
Has a skill called Poof that can turn the tides of a gank or team fight
Playing him properly means out leveling everyone in the game
He's got a cool voice
He's a cute little bunny-molerat!
Kinda hard to do anything about :D


CONS
Squishy (although has high base armor)
Prone to burst damage and orbwalking
Poof has a 1.5 second channel
Hard to master
If any of your Meepo clones die, you fall with them
Takes some map awareness and knowledge of the game
Controlling 4 sets of skills can feel cumbersome

Okay.. now what?

When you spawn, depending on your picks you can take TOP, MIDDLE or BOTTOM lane.
In pubs, A carry is usually sat top with a support hero, Meepo (IMO) is not a carry, nor does he need guaranteed farm, what he does need is XP! The faster you hit 6 and get your first clone, the faster you can really take off.

If your team is lacking any sort of carry that needs stable farm, head top, you can solo it if you like but a lane partner is fine too. Bot lane is easy enough, if you feel like you might get ganked, stay back because you DO NOT want to die, as long as you get your boots atleast around 5 minutes, things will be fine.

If you don't have a super mid hero (Pudge, SF, Invoker) Ask for mid so you can get quick XP and a faster 6.

TLDR; Play safe till 6 and go boots first item.


Once you have level six, its time to make friends with somebody.. Yourself!
When you level your ult you get a permanent copy of you that only has a copy of your boots and cannot hold items, but that's okay because Meepo#2 is badass.
So send him to another lane or to autoattack in jungle (best done with tranquil boots)
This way, if you use this clone efficiently you can effectively double your XP increase, whatever he earns, you earn.
The name of the early/mid game is out leveling your opponent, participating in ganks and farming Mekansm and Blink Dagger.

Mid Game!

Midgame is around, there is less towers on the map, the world is not so safe for meepo.
It's also, my favorite part of the game! As meepo you can have 1 or 2 copies pushing a lane or farming the jungle, while your main one is roaming with the team, participating in ganks or pushing down towers.

When you have all your meepos split up, you are using him to his best effectiveness to the team, but if you fail to keep an eye on them, you can end up dying multiple times due to poor reaction times to getting ganked on one meepo and even by creeps! So make sure you have an eye on the map all the time. All the time.

Ganking with the Molerat

When you find an enemy hero and your team is moving to gank them, the best thing you can do is select your main meepo (The one you should be roaming with) blink to the lone hero, or even two; then use your Earthbind, trapping them for a few seconds. During that 2 seconds the enemy is bolted to the floor, press tab, select poof on your other Meepos and use the skill on top of your main hero. What'll happen is they will instantly teleport to you, doing a sweet amount of damage in 375~ AoE around you! Once you have 2 or 3 meepos at the scene, start using the Earthbind skill with your other Meepos, you can have around 8 seconds total of binding, which is pretty damn awesome for your team!
TLDR; Use one meepo to participate in ganks, while the others farm, when finding an enemy, blink - net and spam poof for your clones to jump to you

Late game - Split Push/Teamfight

Late game is not so good for Meepo as most heroes will start popping you with Right click damage, but the best way to stay alive and help your team win is to constant split push with Boots of Travel
Boots of travel are virtually broken on meepo, because each single meepo can use the active teleport. I like using the active teleport on my clone meepos but saving the cooldown for my main meepo, incase i find my self in a tricky situation.
Anyway, when split pushing with your meepos, it's best to just have a few of them follow the allied creep wave down the lane, then poofing themselves, effectively wiping out a whole lane, make sure you're backing off when the enemy is MIA and you aren't overstaying your welcome.
When team fighting, you need to remember you are only one hero, so make sure you use your Mekansm to help not only your meepos, but your team. You should be constantly netting the enemy, that is enough to help win the fight; providing you have capable team members. When you have friends like Tidehunter and Sandking, Triple Kills with Meepo become fun and easy, just net the largest group of enemies, wait for the initiation to follow, then follow in after them using your Blink Dagger and poofing all your idle meepos to the single one that blinked in. This can result in alot of damage providing you hit the enemy in the 375 AoE hitbox. Once blinked in you should be pinning down with Earthbind the heroes that are trying to run away and clean them up with your completely ******** Geostrike

TLDR; Split push with clone meepos, pin down enemies in teamfights Basically an extension of midgame with emphasis on the push :)

Summary

Well, as you can probably tell, this is my first guide ever, It's also a work in progress.
I'm keen to accept any kinds of feed back (including flames) because I really just made this guide to try this **** out and to help people understand Meepo a bit better.
There's better guides on this site, but I would appreciate a +1 or even just some helpful comments.
