Also as said, drop the Quelling Blade, you don't need it on an ursa, Ring of Protection is better combined with Stout sheild as it protects you from lane harrass and is the only component of Valdmir's Offering that you cannot buy from the side shop. Plus I like that you went blink over shadow, as it scales late game so well.
You should add a Skull Basher/ Abyssal Blade. Other than that, the guide is pretty nice: I would put the Phase Boots as the first core item, just so people who read this guide don't get confused, and maybe make an alternative skill build where you max Earthshock last (you know, mana problems are quite noticeable early on).
Skill build is good but maybe you could get one more lvl of overpower or something. Add a shadow blade to situationals and also basher is a late game core for ursa as the bash is just too good as ursa attacks super fast otherwise good guide :-)
I like the skill build, too many people underestimate how useful Maxing Earthshock 1st can be.
I wouldn't really recommend Quelling Blade on Ursa, no matter how bad you are at Last Hitting, unless you're using the Active to Gank. Fury Swipes gives you the same Last Hitting Power against everything except Catapults anyway. (Quelling Blade bonus == 32% of 47 == 15.04). Instead, a Healing Salve and 2 Iron Branches will let you soak up more Harassment.
Also, the main reason Ursa can take level 1 Roshan is becuase of Fury Swipes stacking, Quelling Blade will do next to nothing, it's better to get a Ring of Armour so you can Tank more and stack more Swipes in between Healing.

However I would personally get 2 levels in Earthshock then proceed to get Fury Swipes and Overpower. As the DPS from hitting slowed enemys is greater with Fury Swipes rather than Earthshock

I think you meant something other than "squishy", you make it sound like Ursa doesn't have good HP or Armour.
