I buy a tp scroll to start with incase I am laning against people that have ranged harassing skills such as Crystal Maiden and Ember Spirit. If I get down to dangerously low health and maybe low mana, I would teleport back instead of walking to minimize my exp loss from leaving the lane. Again, I buy 2 tangoes incase I am harassed so I can stay in lane. I don't buy a Quelling Blade to start with because levels 1-4 you probably won't be trying to get last hits. Instead, you should be playing safe and only going in for last hits when you see an opening. Also, the extra damage does not transfer to your clones. Otherwise, Quelling Blade would be core on Meepo.
Starting item TP scroll?
Worries me a bit. Also you should only get one tango, usually you dont need 2.
Last note: A quelling blade maybe could replace the TP scroll, since Meepo's starting damage is ****.
Oh, just something I noticed that I wanted to mention.
When you hit 6, one of the best ways to go about meepo is to send the clone to the small camp and have him solo- Poof that camp on cooldown and move back for stacks and respawns.
Meepo, with a level 3 poof, can jungle the small camp with very little effort, especially if you have tranquils. This will increase your experience and gold income greatly compared to just straight up jungling with 2 meepos.
I can understand where you're coming from with the Healing Salve and Tango. However, I prefer to buy a Ring of Regen and play it it safe. By playing it safe, I mean standing to the side where I can recieve experience while being out of attacking range, and going in for a last hit if I see one. If I get hit a few times, I can slowly regenerate it back. Like I said in my build, that's just my preference. It's okay if I don't get much gold in the first 5 levels, as once you hit level 6, you farm neutrals really fast.

And then your opponent left clicks your hero, looks at your starting items, and attacks you over and over and over again because you have no regen and they do, so they can trade hits with you effectively as well as putting a lot of pressure on you when you walk up to the creep wave to last hit.
Going with no regen on a melee carry is a bad idea in a level of pub where people check your items.
Yea, you can rush aghs faster if you don't spend... what... 200 extra gold on Healing Salve, Tango in lieu of the ring of health, but it gets significantly easier and safer to get those last hits to get the boots with the starting items.
N0tail himself actually made a guide on meepo, which is kinda cool, in which his starting items are in fact a boots rush, but he has Healing Salve, Tango and a Ring of Protection. I think I like that build much better to be honest (not just because it is coming from THE meepo). It lacks stats, yes, but last hitting with meepo isn't going to get that much easier with 3 extra damage. What it does have is sustain. With meepo's natural bulk plus some regen, hitting 6 wont be that difficult, at which time your experience excelorates.

I would rather advise you to go for my startin items on meepo, ring of protection and a salve tango. This gives u enough regen and u can make your way towards the tranquils without fear of harass.
Situationally u might want to get sentries to prevent camp blocks.
