Yes, people chose to max it last. But in a semi carry role, is lightning storm a good lane control(mid)?

Support Leshrac skills lightning last, yes. Because support lesh doesn't want to push the lane and he needs a stun.

Solo mid Lesh on the other hand can do pretty much whatever he wants. Maxing lightnings first is a great lane control against any solo mid with no counterpush like Viper.
