I missed the changelog fad, but I started one and didn't finish it, but I just did. If I was Icefrog, I would make such changes, what do you think?
Misc:
All None Damaging Debuffs applied now grant assists (Amplify Damage, Overgrowth)
The location of the dire hard camp out in the safelane is switched with the dire medium camp by the rune.
Abaddon
Aphotic Shield cast point from 0.5 to 0.2.
Curse of Avernus slow rescaled from 5/10/15/20 to 10/14/18/22%.
Alchemist
Unstable Concoction cannot be disjointed by Blink Dagger.
Acid Spray mana cost reduced from 130/140/150/160 to 120.
Base Agility increased from 11 to 20 (Base armor is not accommodated, so it also grants ~1.1 armor)
Instead of Chemical rage increasing base movespeed by 30/40/60, increases it by 15/20/25%. (Makes him more resistant to slows)

From what I see on people's Dotabuffs, there is a disproportionate amount of wins on Radiant over Dire side.
I find one of the biggest issues about playing on Dire is that your safelane has a hard camp that you may want to stack, but enemies can very easily contest it. Conversely, on the Radiant side, the hard camp is located close enough, but deep enough in Radiant territory that its really risky for Dire offlane to contest it. On stack dependent heroes like Sand King and SF, I find having 2 sets of hard camp stacks that are risky to take are much better and this feels kind of unfair.
Also, losing T1 safelane towers on Dire is a lot worse, because you lose access to a big camp while the enemies gain access to it. On the Radiant, you lose a medium camp instead.
That makes... a ton of sense. I had never thought about it but I have definitely felt the impacts of not wanting to venture over to that camp in my games. Good idea!

(now he is a little harder to lane against but cant escape from my combos? i doubt it, but it would be nice. wait. by delay do you mean he casts it then it goes off after 0.5 seconds? or he casts it with a cast point of 0.5 seconds. i thought it was the latter, but if it is the former, it makes much less of difference to me, he just has to cast it a little earlier)
Huskar
AGI from 15 to 20
AGI gain from 1.5 to 2.2
Berserker Blood now adds 3/4/5/6 damage per stack.
(so a low hp huskar now deals 220extra damage per attack and hits faster. he isn't very good, true, but that is a lot of damage. its like using an average nuke twice a second when low(at level 11 or so))
Luna
Increased Moon Glaives from 1/2/3/6 to 3/4/5/6
(stats are now leveled first due to irrelevant later bounces? i would need to do math, but i think so)
Night Stalker
During the Night, Void now stuns for 1 second instead of mini stunning.
Crippling Fear cast range from 500 to 800.
Crippling Fear slows by 16%.
Hunter in the Night now lowers NS's BAT from 1.7 to 1.5
(i don't really think he needs this, and that is far too many buffs. Im the one playing him more often than playing against him, though, so i dont disapprove TOO strongly)
Outworld Devourer
Sanity's Eclipse Cooldown from 160 to 160/130/100
Astral Imprisonment can now be ended anytime
If an opponent dies after having intelligence sapped, OD permanently gains 1 intelligence per stack.
(that is terrifying. he probably still wont fit in ATM though. his niche just isn't needed for now)
Pugna
Life Drain will track the target for the duration of the drain(? do you mean so it cant be broken by hiding? would there be bonus gold and movespeed? did you mean something else?)
Razor
Static Link now applies the current level of Unstable Current to the target. (this is either overpowered beyond belief, or just a little powerful. it is either an 8 second HUGE slow or a free purge, rendering him even more immune to rune ganks)
Sand King
Caustic Finale is now applied by Burrowstrike.

Silencer
Glaives of Wisdom mana cost from 15 to 30/40/50/60.
(wow. you really don't like silencer, do you?)
Sniper
Headshot now disarms the target for 0.25 seconds.
(NO. if you want to do this, just revert him to the ministun version of headshot. this one would be overbuffed by this, and he would still die instantly to anything in melee range)
Storm Spirit
Ball Lightning speed rescaled from 1250/1875/2500 to 1500/1800/2100
Overload Slow from 80% to 50%.
(so early pickoffs are now easier, but lategame dashing around takes longer? i approve. the slow nerf is maybe needed, but I'd rather nerf his damage some)
Templar Assassin
Meld now has a 1.5 second invis delay if you do not use items or attack (like Sand Storm)
Spill Width for Psi blades from 68 to 150.
(considering how much i've been destroyed by TA recently, please no)
Terrorblade
Metamorphosis now grants 100/150/200/250 hp.
(why would you make it take away his weakness as well as increasing his damage and making him ranged? really not needed)
Item Changes:
Vladimir's Offering's lifesteal aura now grants 10% to ranged units. (now bought by every pub player ever, not that that is a change)
Scythe of Vyse cooldown from 35 to 28(buffing SCYTHE? OK...)
Eye of Skadi slow attack no longer stacks with lifesteal. (this makes me very sad, I very much hope not, as a morph player)
I made the thirst activation thing confusing. I didn't mean the vision, but rather, the movespeed, because I don't think BS should get faster if people are at like 80% hp.
