These changes will slightly reduce his pushing power since heroes will lose a lot of damage from Howl and units will lose attack speed from Feral Impulse when attacking non-hero units, including building, however it doesn't mean that this would destroy Lycanthrope's pushing power completely - it is just nerfed by a good amount. On the other hand, he will kill heroes better and it would even be stronger when playing with summoned units who can use the bonus damage against heroes. His farming will be hurt a lot due to the reduced damage against creeps, so Feral Impulse's AoE is reverted back to global to compensate.
This change is to increase Lycanthrope's hero-killing potential (from 75% damage to 100%, a 33% increased) while reducing his pushing power (from 70% to 40%, a 43% decreased). This slightly hurts his jungling (as most creeps have Medium or Heavy armor, which takes more damage from Normal attack type), but I believe we can compensate by adding more damage to the Wolves.

Giving him phase in shapeshift would make his rat even better. Howl change is not good either, giving 50 damage to wolves / attack on a support early game, means you can hunt them down just with the wolves (or a jungler).

Phase won't make his rat better. Let me explain. Phase is to hunt down heroes easier and not get blocked by creeps. This means Lycanthorpe in Shapeshift along with his units under control have phase. It's all about the change, because allot of people hate him as a rat hero. The wolves damage is changed from Normal to Chaos which means wolves deal 40% damage to Fortified armor.

Why do you feel the need to get rid of a rat? One of the biggest parts of Dota 2 is the different countering playstyles, Ratting and splitpushing is one of them. Lycan works well as a pusher, and there are already a good amount of "Hero Hunters" that can chase down and kill lone targets.

Because people still complain about him. Lycan used to be both hero hunter and pusher. From 6.72d till now came the nerfs. So his power to hunt heroes is nerfed while his pushing power remains the same.
