I think it's fine. Because you can hardly bring 2 or more enemy heroes along the way to your target. In some case the upgrade which gives 12 seconds are more powerful because it gives you infinite chasing potential with the Rocket Flare.

@Cuttleboss Lycan-What's the point? Besides activating BKB and rat with your spell immunized summons for 5 seconds while 5 enemy heroes are trying to stop you, there are really no point otherwise. Ursa-Still not very useful, getting to full HP from low HP is not really a problem for him. Sand King-Besides the immunity to detection and longer stun duration, other buffs seems to be quite pointless.
@Eldiablo Beastmaster-What about silence? The secondary target already suffers the massive slow, silence will make more sense Omniknight-AoE Repel? 7 (14 with refresher) seconds of invulnerablility? :C

You know that Zeus upgrade is so underwhelming it should have been like that in the first place.
Zeus- Grants a new ability called Eye of God, revealing the whole map with true sight as well. Lasts 5 seconds with 70 seconds cooldown. Bloodseeker- Thirst now has an active component where Bloodseeker inspire his allies. Thirst is now an aura with 500 radius. Lasts 7 seconds with 60 seconds cooldown. Enigma- Black Hole tore the beings it devour. Affected units now take 20% more damage from all sources. Black Hole damage now pure. (you may disregard the latter)

Aghs Black Hole already has pure damage (with the Midnight Pulse being added to it). And making it damage any more than it already does is really not needed. It's there for the disable more than anything else. With 1 Black Hole you will do 24% of their max life with Midnight Pulse + an extra 20% on top of that and an additional 792 damage from Black Hole. That isn't going to leave much more damage needed. Get a Midnight Pulse down before the Black Hole and you probably wont need Refresher Orb to solo teamwipe.
Beastmaster
As an addition to the old upgrade, Primal Roar now stuns the secondary targets for 1/1,5/2 seconds
kappa right? Mr Locket's suggestion though is pretty good. Silence on top of the slow would be a major buff (to an upgrade that doesn't really need it), but it wouldn't be broken. I think that added range is enough, it gives you a 4 second stun from 950 range! With a blink that initiation range is incredible.
Zeus- Well, it has a long *** cooldown for a reason. Its not like its every 40 seconds or so, 70 seconds is good enough. Enigma- You're right, yea. Also its not like people who play enigma buy aghs ever. Yea he buys utilities he doesnt need to deal damage. Bloodseeker- Thanks, also note the long cooldown like I implement in Zeus

If you made it an actual long cooldown (it's shorter than Freezing Field...) then maybe. It gives him too many scouting tools, with relatively short cooldowns (i think), especially when paired with Octarine Core, which he will build. Then your dealing with a 52.5 second cooldown...
fixt Enigma, he deals enough damage i think. I don't think he shouldn't deal some.
Now grants Zeus a fifth ability, Eye of God. Grants a 1400 flying vision centered and following all enemy heroes for 5 seconds. Costs 200 mana and has a 70 seconds cooldown.
