so what's the actual deal with reporting?

does 5 reports equal low pri?

do the comments actually do anything more.

how many reports does it take?

Nobody really knows (least I don't). I think it is based on the severity of what you did.

No clue, but I report people if they need it and I've gotten a lot of notifications saying they've taken action against them. So something is working.

If you report a person and they had multiple reports from other people previously or afterwards in a rather short amount of time then that person will be sent to LPQ.

I imagine that there are bots that check through Chat logs looking for keywords, like Swearing, etc. and bots that go through the audio for things like massive volume spikes (shouting), etc. then again, as Wulfy says, no one really knows. 8{(

I hate reporting people and I do it very rarely but after doing so recently, I received 2 separate notifications about action being taken, which hopefully helped the DotA community in some way and helped validate my decision to report in the first place.
