He's certainly a better and more rounded hero now in my book. In the past he was massively OP in a few situations, and frequently useless in many others. He's a bit more focused on the midgame now.

Maybe because he might currently be a little overdone, and because many folks have never played against him much, they're missing some of his key weaknesses and counters.

Old BS is kinda Night Stalker tier, you catch someone, silent him and hunt him down. And you see what happen to NS, still rarely getting picked.

Now the new BS enjoys the AoE silence, damage amplifier which amplifies everything, and infinite move speed. The initial nuke of R has been moved to W. So there is really no nerf at all on this hero.
