axe just seems like a totally different character because you can farm with out offensive items, and with out mana....

But Satanic relies on damage to heal yourself with. Even with those items, Axe has a fairly slow attack speed, so he won't be healing much. He's usually better off with dealing damage via Counter Helix. So Satanic makes him less tanky than say a Heart.

You know, I occasionally go double-boots on Clockwerk.

Unfortunately for you, the two boots I use are Arcane Boots and Boots of Travel.
