I think you guys are underestimating Winter's Curse.

I mean, compare it to RP.

The radius is practically the same (410 for RP, 400 for WC).
The cooldown slightly favours WC (120/110/100 for RP, 110/100/90 for WC)
The manacost slightly favours WC (200/250/300 for RP, 250 for WC)
The cast range greatly favours WC (0 for RP, 800 for WC)]
The duration is about the same (2.25/3/3.75 for RP, 2.5/3/3.5)
