I decided to test out a lot of the newest stuff in a few bot matches. Mostly the new mechanics on PL and BS. Along with the new lane layout. During my testing; I went out of my way to always go for rune; which most of the time ended up being the gold/xp rune.
Most of the games I would just passively farm for a bit. Join a fight here and there; yet I started noticing that my xp level was quickly surpassing even the enemy bot teams highest killer.
I ended the last game as PL at 11/3/12 on hard. Most of those kills and assists happened at the end where my team was all the way into their base and I was pretty much spawn camping. Yet the entire game I was just pushing waves and actually missing a lot of last hits. The only solid gold I was getting was from jungle.
I ended with 685 gpm and 873 xpm on a non-radiance PL.
The entire game took over 40 minutes. With me grabbing the gold rune every chance I got. Seriously, is this rune supposed to be that powerful?
Even if you get the bounty rune every time right when it spawns, in a 60 Minute game that equals 30 runes (ignoring the one spawning at 60:00). This should mean roughly 100 XPM and a bit more than 50 GPM. Doesn't seem that much, even with the snowballing this might give you. And remember, this assumes that you get every rune, to which you will most likely not even get close. It should be something more like 50 XPM and 25 GPM.
It's not the rune that gave you so much gold and exp, it's just new exp and gold distribution system from volvo, giving out absurd amounts of gold and experience for killing enemies, and even more for ones with killing sprees. I think it'll be nerfed hard soon.

It's supposed to be for Supports and Offlaners. Rather than Heroes like PL who can easily stay in Lane and get Last Hits, it means there's less of a divide in Farm early on between Supports who Roam to Mid and get Kills and Supports/Semi-Carries who Jungle to get fast Blink Daggers.
Grabbing it if you see it and don't think there's time for the nearest Support on your Team to grab it is fine, but it has much more impact for Supports and Offlaners who are more reliant on Kills to make up for a lack of Farm.
The point of that rune is to fill bottles. The supports also get a decent chunk of exp/gold to help them keep up (to encourage roaming), but anyone that has access to a farmable lane, or even the jungle in some cases, will get more from staying where they are.
I think the idea is to help midlaners more. Well, maybe not the idea behind adding it, but I think that's who benefits the most. This means that when you leave the lane for a rune you always find one, and if it's a Bounty Rune then you get to cover the gold and xp that you lost when you left the lane. If it's something else, well.. go make something happen.
Invoker benefits from this so much. He already builds Midas a lot to get quick levels, and now that there's a rune that gives extra xp he'll be getting levels even faster.
It also makes life easier on mids like Magnus, DK, or QOP who spam their spells and need to constantly fill their bottles. No more bottle crowing with two runes every two mins?

Maybe in Trash Tier, where Supports don't know how to do anything other than sit in Lane and Deny Creeps, but in games with actual Skill, getting Farm and Gold on Roaming Supports without the need for Kills is HUGE, they only get Farm from Pulling Camps otherwise.

If you're Mid, you want to either stay in your Lane and Farm, or grab the other Rune and Gank. Leaving the Lane and stopping Farming to go get a small amount of Exp and Gold isn't as effective as staying in Lane and getting more Farm, even Bottle-Crowing is better. Most strong Mids are better off Farming and leaving most of the early Ganking to Supports anyway.
As for Spamming spells, you should only be using them once on every Creep Wave to Flash Farm 2 or 3 Creeps at a time, that's 4 uses every 2 minutes. Bottle Crowing is better if you can't get reliably the Rune everytime. Your Supports can secure the Runes and help you get Kills anyway.
