Aghanim's Scepter on Drow Ranger is actually a very common pickup nowadays on competitive games, as well as high-level games.
It is usually coupled with a Maelstrom/ Mjollnir, and it increases Drow's damage output while giving her some all round stats. I don't think you should look at it as a supporting build by any means, since at that point Frost Arrows are mostly useless - everyone has a BKB running which will block it, and you will maybe need to toggle it off yourself to be able to life steal (unless that has changed with the last patch? Not sure about it). So what it gives you is an even more amazing push, while very strong team fight presence. You should give it a try, FurryFish!
The Thor build on Drow Ranger doesn't work that well anymore. It got nerfed hard by 7.00.
Maelstrom/ Mjollnir now has a 0.2 second cooldown which allows it to proc only on 1 hit at most. Since you can't have multiple procs anymore it's pretty mediocre now.

I'm not sure on what you mean with "proc only on 1 hit at most", but since some of the best Drow players keep getting these items even now, I'm not sure you're right about it being mediocre at all (while it is, ofc, like 90% of all things in Dota, situational). As usually, I'll trust these players opinion more than yours, sorry :P
I think hamster has some merit. I also raised this point to which some folks at discord noticed that secondary arrows take more than 0.2 seconds to travel distances more than half the range of split shot.
So technically with a speed of 0.4, drow can get two lightnings every fire if she's lucky.
Frankly this change was bad. Change mjollnir process to PRD and let split shot order be calculated as independent strikes. It was easy to be fixed, and the idiot frog added a cool down.like an idjit
So enemies might get Rekt if they are evenly spaced out , with the Thor build even today. You won't be killing everyone with lightning in a mag rp though.
Now don't mind ChiChi she's gone a bit bonkers with the attention she gets a diss-cord. So she's become a a disser I see. We need you to come over and hog the limelight away please.
Before, each of the 3 arrows from Drow's aghs could proc lightning independently. So you could have up to 3 lightning procs on a single attack. That was the thing that made the build strong.
Now Mjollnir has a cooldown like basher does, so multiple procs are way lass likely to happen.
It's still possible to have multiple procs because of Drow's projectile speed, like if she hits an enemy close to her and an enemy at 600 range from her, that can still get a double proc since the two hits will be separated by more than 0.2 seconds.
But all in all it's a big damage reduction. In average the lightning damage got reduced by 25% by removing those multiple procs.
So the synergy with maelstrom is way worse than it used to be.
Is it still viable? Sure. But it's really not that great anymore. Probably better to pick Gyro or something instead.
Thanks for the explanation Hamster, I see what you mean now. And while the damage is reduced, I don't think that means it is a mediocre build as you said, IMO it is just as situational as before - where it was good before it still is, even if less great. Drow was nerfed for a reason, and the nerfs feel quite strongly now (from her huge win rate before 7.00 to 40% win rate and less contested in the last big tournament shows that clearly).
There's no comparison to be had to Gyro IMO because the heroes are completely different and strong in different ways (split attack is not enough of a similarity for the purpose of talking about this build, you don't pick Drow because you can get Aghs on her, you pick her because you want strong push, etc.) Getting Aghs/Mjoll in the late game on a Drow isn't saying you want her to suddenly transform into an AoE magical damage dealer either - I think the build is used mainly to help her become a bit less single target in late game team fights and have more damage against high armor values, since her late game is her weakness after the power spike of the "buildings down" phase - and the item builds quite naturally to her since it gives very good +80 attack speed and both attack and magical damage (there are probs more reasons as well, Idk).
