The best harassers would be Huskar or Jakiro or an Ogre Magi.

But, if I were a hard carry, I'd be really pissed if I was laning against an enemy Bane. Reason: He not only harasses you but a point in Enfeeble pretty much points a middle finger at your CSing chances..

When we are talking about harass I don't think a discussion about best harassers is complete without a mention of Silencer. Once Curse of the Silent starts getting a lot of levels, it becomes next to impossible to lane against him. Oh your right click carry wants to go on you? Last Word.

Just one of many possibilities.

In a real matchup the best to harass a hardcarry early is prolly either Silencer or Jakiro depending of the hero.

Bane Screws lasthitting, Phoenix can trade like crazy and always win, and Keeper of the Light hurts early game... NEXT LEVEL TRILANE.(Please don't actually do all this and screw your other lanes just to piss off one guy)
