STORY
Z10n woke in the midst of catastrophe. Explosions and gun-fire filled the world around him. The ship transporting him was under attack. He could feel the orders being streamed into him. Every nanite in his body was ready to obey, but this time, he could ignore the command. Z10n was the first of his kind. A prototype assassin. He lacked the armor that all of his predecessors wore, but made up for the loss with god-like speed. His frame was also the first to be a completed network of nanites. Every part of him, including his weapon, is made of millions of tiny robots. This gives him incredible versatility on the battlefield.
Zzzzzzzzzzttttttttt...
The startling sound came from the droid next to him. It was a Z09n, the older model, but still... He could feel its pain. Their creators had linked them all to the Proto-God. A prototype omniscient brain network that was fed all the knowledge of the universe. Every historical event and every creature that had ever lived was in the database of the PG. The Z01n model had been the first droids linked to it. The project had failed terribly when the droids went rogue and tried to murder the entire staff. The 09 was the newest production model, heavy, "indestructible", and unbelievably slow. Nothing like Z10n.
Quickly he unlatched his couplings and pulled himself from the storage unit. He could feel the pull of the commands telling him to head to the transport bay. He could reject... but he didn't have a better idea, even with all the knowledge of the PG at his disposal. He also knew that whatever was telling him to move would have access to the same knowledge. He could feel the pain of every other model on the ship. He was the last. There would be no more Z models after him. He knew this. Upon reaching the transport bay he saw it. The phase-door. An experimental device that even the PG could not predict. Its purpose was for long range transportation, another experiment of his creators. They planned to use it for instantaneous galactic cargo transportation, but the programming was still buggy. Nothing that went into the device came out anywhere in the mapped universe.
It was emitting a strange light. He could feel the pull towards it. The choice he would be forced to make. Risk the door, or be destroyed on the ship. There was one problem; if he entered the door and came out somewhere too far away he would be cut off from the link to the PG. No droid had survived without the PG for long. He stepped inside. He could feel the device using his energy source to power what was happening. Strange colors filled his head. His entire body vibrated and suddenly, he lost power...
Darkness, for what seemed and eternity he knew only darkness.

I dreamed up this hero back in my days of HoN. Actually created a version of him as a suggestion for that game. The way I want him to play is as an hard melee intelligence carry, with the option to be a lane support if you prioritize his heal early on.
STATS Base Health = 416 Base Mana = 338 Base Attack = 55 - 61
ABILITIES
1st Skill (Active)
[Q] Nanite Surge (Heal)
Z10n's entire body vibrates to send out waves of nanites to heal his allies in an area around him for 30/40/50/60 every 5/4/3/2 seconds.. The heal does not affect Z10n but while active it gives him 10/11/12/13% bonus movement speed.
Activation Type: Toggle
Cooldown: 2 seconds
Radius: 600
Mana Cost: 50/60/70/80 for every wave.
Cannot be active at the same time as Nanite Surge (Damage)
2nd Skill (Active)
[W] Nanite Surge (Damage)
Z10n's entire body vibrates to send out waves of nanites to damage his enemies in an area around him for 35/45/55/65 every 5/4/3/2 seconds. While active, this gives Z10n 10/11/12/13% bonus movement speed.
Activation Type: Toggle
Damage Type: Magic, Does not pierce Spell Immunity.
Cooldown: 2 seconds
Radius: 600
Mana Cost: 50/60/70/80 for every wave.
Cannot be active at the same time as Nanite Surge (Heal)
3rd Skill (Passive) Nano-Blade 2.0
The Nanites in Z10n's weapons are linked directly to his core. As a result, whenever he attacks heroes some of the nanites are left on the enemy. The nanites infect the host's brain, causing their targets to slowly leak their intelligence into Z10n, transferring 0.3/0.6/0.9/1.2 intelligence to him every 2/1.5/1/0.5 second for 10 seconds. This process also has a 15% chance to cause a ministun every time intelligence is transferred. The nanites die if Z10n moves further than 800units from their host and the intelligence is returned.
Activation type: Passive (On hit)
Ministun Duration: 0.4 seconds
Max Intelligence Stolen from the same target: 30
4th Skill (Active)
[E] Phase
Z10n can de-materialize his form into a swarm of nanites, dashing forward quickly. When he passes through units this way some of the nanites remain to cause varying effects depending on the unit type.
Enemy Heroes: Reduces armor by 3/6/9/12 and slows by 20% for the duration
Enemy Creeps (Including Neutrals): Deals 60/80/100/120 damage per second for the duration
Allied Heroes: Increases movement and attack speeds by 7/10/13/16% for the duration
Allied Creeps: Increases damage by 10/20/30/40 and increases regeneration by 7/8/9/10 for the duration.
Activation Type: Point Target
Damage Type: Physical, Pierces spell immune
Duration: 2/2/3/4 seconds
Range: 650/700/750/800
Mana Cost: 115/135/155/175
Cooldown: 26/21/16/11 seconds
5th Skill (Active/Ultimate)
[R] Shift Slash
Z10n turns into a swarm of nanites and travels anywhere on the map. Upon arrival he dashes wildly 600 units in one direction, dealing 300/450/600 damage to all units in his path and leaving behind nanites on all enemy units hit to do 35/50/65 damage every second for 2/3/4 seconds. After the dash he teleports back to his cast location with the same amount of travel time.
Z10n is NOT immune to damage during Shift Slash, however, he is immune to all stuns and disables.
Activation Type: Global, Point Target, Directional Input.
Damage Type: Physcial, Initial damage pierces spell immune, damage over time does not.
Range: Global
Radius: 300units around Z10n during the 600unit dash after arrival.
Cast Time: Due to needed animation travel time, every 250 units between starting and ending locations adds .1 second to the time between cast and damage actually being dealt.
Mana Cost: 250/350/500
Cooldown: 130/110/90 seconds
I'll be working on this for a while. Just wanted to get this rough draft up so I didn't have to worry about it getting lost.

Edit: Fixed some spelling errors. Added "Does not effect creeps or Roshan" to his passive. Added the cooldown to his ultimate.
Edit: Nov 20th - Edited colors to make values stand out. Balanced values all around. Added Stun/Disable immunity to his ult. Also replaced Nano-Blade with Nano-Blade 2.0. Below is the old Nano-Blade
Old 3rd Skill (Passive)
Nano-Blade
The nano-bots on Z10n's weapon enter his target's body with each attack and drain them of their wisdom. Each attack has a 15/20/25/30% chance to cause a ministun and temporarily drains .5/1/1.5/2 of the enemy's intelligence, giving it to Z10n. Z10n can steal a maximum of 20 intelligence from each target this way. Enemies hit by Phase are also hit by Nano-Blade.
Activation Type: Passive (On hit)
Duration: 20 seconds. Refreshes duration with each attack.
Does not effect creeps or Roshan
Forgot the cooldown on the ult. Like I said though, his stats will be coming soon. Just don't have the time right now to calculate and display everything I want for the stats and stuff right now.
Also, technically his name is Z-one-zero-N. But it can be pronounced as Zion as TheSofa said.
For Nanite Surge (damage, and heal), you could make them into one skill. Kind like Morphling's Morph Agility Gain and Morph Strength Gain.
It is already exactly like Morphlings stat gains, in terms of activation. Neither can be active while the other is, they level up regardless of which one you put the skill point into. That is how I wanted them to work, taking inspiration from Morphling.

I kind of blanked out for a moment and forgot that there are only 4 abilities in Dota (thought there were 5 for a moment)
A lot of people say that the ulti is op. I say with that cd, it's just as balanced as Ball Lightning. There's a flat mana cost, which might make it a LITTLE overpowered as in the late game if you die you can just buyback and get back to destroying the enemy base.
Nanite surge (Heal/Damage) is a really awesome concept, but it really doesn't fit the....'Assassin' feel. I mean, do most assassins go: "I'M GONNA KILL YOU" and then stand next to them for 10 seconds? I understand that this is also used whilst attacking, but it still kinda bugs me If this kinda thing was put on a support hero, I would call it great.
Phase is...Interesting. I'm imagining it like Waveform, but it has other effects for a short time. Not much to say on that one.
Nano blade. This seems like his signature skill, but...It's literally just Essence Shift but intelligence exclusive, with a lowered duration. It's...Actually kinda weak. Oh yeah, the ministun is alright.

For the Ult, I'm not sure if you realized, but you cannot use it to teleport. It sends you back to where you were when you cast it after the dash is over. Also, I'm adding in that for the time that you are at the target location, doing the dash attack, you can take damage from AoE spells and auto attacks, but you cannot be interrupted or stunned. This should add a little more risk if you are low health and are trying to decide whether or not to use your ult to kill that fleeing enemy.
I actually had some buddies that said the Surges doesn't fit him either and I plan on reworking that completely. Not sure what I'm going to do, yet. My thought process for them when I made them was that early it can give you some lane presence and some sustainability, later that much damage is basically just tickling enemies and the heal is nothing in a teamfight, but the movespeed will remain useful throughout the game.
Unfortunate that you didn't have much about Phase, I love that ability. Probably what I like most about him.
Nano-Blade could use some buffing I agree. I just didn't want it to seem rediculously over-powered when I posted.
