Ursa can beat the **** out of Lifestealer any day, any time. Simply because Ursa has max AS with Overpower, insane DPS with Fury Swipes, slows both AS ans MS with Earthshock for 55% and gains free damage based on his HP with Enrage.

i played a practice 1v1 game against ursa w/ lifestealer and i won 2-0
however i guess it depends on the skill build because if he had gotten more lvls in overpower hed have a better shot at beating me.

1 V 1 URSA will win, too much dmg from ursa. Life stealer will not be able to kill ursa fast enough. Plus Life Stealer is like bottom 10 worst heroes this patch.
