The "Best" Luna Game Ever,

This is why you need a strong laner to accompany her. Lion, Lich, Ancient Apparition (maybe) and similar heroes are good laning partners that can provide kill opportunities and/or babysit her squishy *** in the early game.

So very much this. Carries I played more than once were either fat, or had an escape mechanism. When I got to Luna, I realized how much more important warding is for me than basically anyone in the team. The one who can help yourself is you.

200-400 gold on wards is miserable for what it gives you as a carry. In pubs nobody has to support you, and if someone at least buys courier and first-second set of wards(bonus point for team-oriented items), and doesn't screw up your lh, they did a great job for the pub tier we are currently in.

From my personal Luna experience:

Luna can farm jungle without much hp loss with Boots of Speed% Helm of the Dominator, or at least Power Treads and simple mask. This is quite farmable until minute 9-12. Then, if there is no action on your lane you are free to farm it and maybe get that tower. If something is cooking and you have a TP Scroll, and only if you know you will survive and take some frags, go for it. If somebody comes to your lane and there is no backup, better:
a)ward your jungle(cliff and runespot) and farm there
b)get Smoke of Deceit, ward enemy jungle(cliff and runespot) and farm there(with Tp of course)

Despite her ulti, I felt Luna has nothing to do in teamfights until BKB/Manta and lvl 11(especially minding her lvl 1 ulti is most effective against single target due), but she is mostly good 1 vs 1 and if you can catch an enemy carry farming in their jungle with b) variant you can get a kill, humiliate them(omg n00b killed in their own jungle), and get some farm before police(rest of the team) arrives.

So, generally:
1)Don't go into big teamfights until you get some defense(BKB or Manta and of course HotD)
2)Don't take part in any action unless you are sure you will survive and get a frag/assist
3)Farm-farm-farm, try to catch someone 1 vs 1 in jungle and rek them with Eclipse
4)Ward your jungle yourself, and only yourself so you use that wards as you want, their cost is funny for their benefits.
5)Once you got a big slot, go rek everybody and take as much towers as you can, then farm another slot, repeat x times.

If you'd like to learn to play Luna better, I played earlier with a friend of mine and he plays her extremely well. He ended with almost 900gpm.
