I was checking the gamepedia today and seeing Tusk's skill, it might be an elitible support, like Kunkka.
Ice shard: Self explanatory
Snowball: Very good for initiating with multiple allies
Sigil: Slow, really good
Walrus Panch: Damage like FoD and slow?
Anyways, this is a really dumb question but im just curious.
Tusk can support yes. He is not that strong in lane but can gank pretty well with shards and snowball.
The main problem he has is that he is melee and needs some items later in the game to stay effective.
He is pretty good in pubs though. A deadly dual lane combo with a friend used to be tusk+gyro. A snowball shooting rockets is scary.

He's on the greedy side, but it's viable. Most of his value is in saving allies from enemy AOE combos with snowball.
Snowball's actually a terrible initiation skill outside of small-scale ganks (you're just setting yourself up for enemy AOE), but in low level games it's unlikely anyone will take advantage of this.
Had a moderately successful 3k MMR game playing tusk with a Drow Ranger. The immense slow was humorous, and it makes a nice little circle for the early level silence. It's viable, but there are certainly better picks in 9/10 scenarios, IMO.
