Maelstrom is not gotten for the lightning procs, but to actually give him a chance to keep up with any other hard carry. Troll Warlord farms excruciatingly slow, getting him a Maelstrom speeds it up.

Same reason people get Maelstrom on Wraith King (yes, beneficiates from the attack speed, but for that, you could just get Assault Cuirass, which also gives tankyness, 2 things Wraith King needs).
