Hello i have 4.2k solo and 4k party mmr originally which went down to 3.6k mmr, due to because i play with my friends who ranges 2.7k-3.5k mmr who makes terrible picks in all pick, cant play heroes they get in captains draft and lack knowledge of teamplay.
Due to this we lose, i usually play mid and people say that if your at 4k mmr and you think you belong there you would be able to maintain that rank , otherwise you would drop. Or do they mean it only for solo ranked and not in party?
Also should i keep queuing party ranked mmr with my friend who are lower mmr than me , around 2700-3500, or only queue ranked party with those near my rank and skill level?
Only you can answer that question. Do you care that your rating is getting lower and lower? If so, stop doing it. If you don't care, then keep grouping with them.
Most people tend to use solo MMR as the indicator for a player's ability anyway. Party MMR doesn't often come into it.

From what it sounds like, the problem isn't their Rank, but they simply don't have the experience to play Ranked at all. If they're not even making smart Picks in All Pick, they shouldn't be playing Ranked at all.
Granted, you can run something unusual like Beasmaster or Warlock and expect to win if you have a good player for that Hero, but generally you should be picking the strongest Heroes of the Meta and have a thorough knowledge of them, e.g. Mirana, Tidehunter, Vengeful Spirit, etc.
Also should i keep queuing party ranked mmr with my friend who are lower mmr than me , around 2700-3500, or only queue ranked party with those near my rank and skill level?
If they're making bad choices like Necrolyte Support, or not having a single Stun between them, etc. then they shouldn't be playing Ranked and you definitely shouldn't be playing with them 8{(
P.S. I played a freindly game with a couple friends of a friend a while back. Someone else picked Sniper, one of tehm Picked a Faceless Void and since the other random guy already had a TA Mid..they decided that Sniper made a bad decision picking his Hero, because it's obvious that you should pick another Carry if you don't like the 1st one...*facepalm* We ended up winning because..well..the other Team was even worse...
I wouldn't consider these guys ready to play Ranked and it wasn't until after the game that I looked at the my Party MMR and nearly had a heart attack D{8

Yeah, that's more to do with Solo, since the Skill Level should average out on both sides over time, giving you an advantage if you're higher skilled, i.e. you don't need the general competency of your team to be as high as someone of an equal skill level to them.
With Ranked 5-stacks, you're playing with the same people, so although your Team's skill level stays roughly the same, the Team itself is not necessarily as skilled as its Rank implies.
