I use a Toshiba with 1.8 GHz processor and 4GB of RAM. It's a very mediocre run of the mill laptop and DotA 2 runs fine on it.

ah i hate when people say this. of course i have a PC that can handle it. I have a back condition where i can sit down to long so i need a laptop so i can play this while chilling on the floor

It's true, unfortunately :). Still, if you need to get a laptop, get one with a reasonable CPU and 4gb+ of RAM, then get the best Graphics card you can with the rest of your budget. I think DOTA scales pretty well, so you should be able to play it smoothly on most reasonable laptops with the settings turned down a bit.

For $300, cant imagine you can get anything that great in terms of a laptop. A desktop I would just say sit on the cash until you can afford to spend more to be frank.
DOTA2 and Valve games in general do work well on low end hardware, so at very least you would be able to play on low settings with whatever machine just plain runs.

If your home network is fairly beefy, its possible you could get a low end laptop and stream your desktop PC to the laptop. Your desktop is doing all the lifting, the laptop is just acting as a screen and keyboard/mouse input.
