Desolate says "deals bonus damage when Spec attacks an enemy hero with no nearby allied units"

Let's say I was playing Spec as dire. Does that mean I would get the bonus if attacking a hero who had no radiant creeps near them? Or I would get the bonus if I attacked the enemy and there were no dire creeps near me? The way they phrase the sentence is pretty confusing.

Desolate procs when no allied units of the enemy are near him.So yeah, basically what you said.The enemy can't have allied units near him(heroes or creeps)
